| Anne Arundel Infant Dies Of Heroin and Fentayl Over Dose Posted: 05 Dec 2019 08:30 PM PST   Major Crimes Section On Saturday, July 27, 2019 at approximately 9:28 a.m., the Anne Arundel County Police and Fire Departments responded to the 7900 block of Chesapeake Drive, Orchard Beach, Maryland for a nine month old male infant in medical distress. The infant was transported to the Baltimore Washington Medical Center for further medical treatment. Life saving measures were continued at the hospital until 10:19 a.m. where the infant, identified as Niyear Taylor of the 7900 block of Chesapeake Drive, was pronounced deceased. Homicide Detectives and the Evidence Collection Unit responded to the scene. Detectives conducted interviews with several family members that resided within the residence with the baby Niyear. Preliminary investigation advised the infant had been "wheezing" while breathing but had went to bed at approximately 2:00 a.m. At approximately 9:15 a.m. the mother and grandmother, who were co-sleeping with the infant, found the baby unresponsive and called 911. The Office of the Chief Medical Examiner performed an autopsy on the infant. Upon conclusion of the autopsy and subsequent toxicology examinations, it was confirmed Fentanyl and Morphine were present in the infant's blood, liver, and stomach contents. Due to further testing the OCME confirmed through toxicology that the infant had ingested Heroin and Fentanyl. The OCME ruled the infant's cause of death as Fentanyl and Heroin intoxication with Despropionyl Fentanyl use with the manner being homicide. On Wednesday, August 14, 2019 at approximately 9:00 a.m., detectives with the Homicide and Fatal Overdose Units executed a search warrant at the infant's residence located in the 7900 block of Chesapeake Drive. During a search of the residence empty capsules with trace powdery substances were located in every room throughout the entire house. Upon completion of the search warrant over one hundred gel caps were recovered from the floor, the infant's diaper bag, and various other areas within the residence. The recovered gel caps were examined by the Anne Arundel County Police Controlled Dangerous Substance Lab. Upon conclusion the capsules recovered from the mother's bedroom tested positive for both Heroin and Fentanyl. Through more investigative interviews, detectives learned the grandmother of the infant, identified as Laurie Ann Taylor, a forty three year old female from the 7900 block of Chesapeake Drive, drove her two daughters and baby Niyear to Baltimore City to purchase Heroin on Friday, July 26, 2019. In doing so the grandmother, Laurie Taylor, purchased four heroin capsules to share them with her two daughters. Laurie Taylor advised upon returning home one Heroin gel capsule was missing. It was learned the three of them looked extensively for the missing heroin gel cap but it was never located. Since the gel cap was missing Laurie Taylor then drove her seventeen year old daughter, Alexus Lorraine Taylor of the 7900 block of Chesapeake Drive back to Baltimore City to purchase additional Heroin. Upon returning home at approximately 1:00 a.m. on the morning of July 27, 2019 they noticed the infant breathing oddly. Laurie Taylor stated she questioned whether or not the infant had ingested the heroin capsule but after discussing medical care for baby Niyear with Alexus, the infant's mother, they decided to take a "wait and see" approach. Within hours Alexus and Laurie Taylor found baby Niyear unresponsive. The Homicide Unit has been working in conjunction with the Anne Arundel County State's Attorney's Office for several months in regards to the homicide investigation of baby Niyear. In doing so on the morning of Thursday, December 5, 2019 Alexus, the mother, and Laurie Taylor, the grandmother, of the deceased baby Niyear were taken into custody without incident at their residence. In regards to the homicide of baby Niyear, Alexus Taylor was charged with First Degree Child Abuse resulting in death, Second Degree Child Abuse, Manslaughter and Reckless Endangerment. Laurie Taylor was charged with the same charges in regards to the homicide of baby Niyear but also two counts of Reckless Endangerment in regards to her child, Alexus Taylor. The Anne Arundel County Police and State's Attorney's Office is aware of the opioid epidemic facing this county and our nation. Since April 20, 2017, a new pilot program, "Safe Stations", was implemented in response to the growing opioid epidemic and the Governor's declared State of Emergency. Safe Stations allows persons with substance use disorders, who are looking for treatment, to walk into a police or fire station and request assistance with no fear of legal ramifications. Once at the station, the individual will be given a medical assessment by emergency medical services. If they do not need immediate medical attention, a Crisis Response Team is contacted to provide further access to the individual for treatment and follow-up care. If the individual does require immediate medical attention, they are transported to the emergency department by EMS and a Mobile Crisis Team will meet the individual in the hospital. In 2019 one thousand and seven (1007) individuals have utilized Safe Stations to obtain treatment in regards to their opioid addictions. Even though arrests have been made this is a very active investigation. Emmanuel Reggin, 18, has been charged with third-degree grand theft for allegedly attempting to steal at least $2,800 in electronic equipment, according to arrest records. "We are here today to launch the next chapter of education reform in Maryland, which will provide increased investment for our schools, more accountability for Maryland parents, teachers, and taxpayers, and most importantly, help to achieve better results for our children," said Governor Hogan. "Education has been, and will continue to be, our administration's highest priority, because I believe very strongly that every single child in Maryland deserves a world-class education, regardless of what neighborhood they happen to grow up in." Since taking office, Governor Hogan has invested a record $32 billion in K-12 education, well above the current funding levels required by legislatively mandated formulas. No governor in the history of the state has invested more. Community and Local Accountability for Struggling Schools (CLASS) Act Innovation Schools—Based on Massachusetts Model—Will Empower Local Communities, Create Greater Autonomy and Flexibility At the start of the 2020 legislative session, Governor Hogan will introduce the Community and Local Accountability for Struggling Schools (CLASS) Act to help quickly and effectively turn around persistently underperforming schools. Modeled after a program developed by former Democratic Massachusetts Governor Deval Patrick, the legislation will designate "Innovation Schools" that operate with greater local autonomy and flexibility while keeping school funding within districts. "Currently, there is no accountability mechanism for the state, or for parents, teachers, or the local community to intervene or take actions in order to bring about improvements in failing schools," said Governor Hogan. "Local communities will be able to take charge of failing schools and be empowered to enact critical changes and put a turnaround plan in place." The CLASS Act will define any school that receives a one-star rating for two consecutive years as an Innovation School. The local school board will establish a committee to develop a turnaround plan, which will cover a wide range of areas, including curriculum, budget, schedule, staffing, and professional development. The committee, which will hold a public hearing on its five-year plan, will be comprised of local residents with relevant experience in education, youth development, management, and finance. Innovation Schools will continue to receive full funding while being held accountable for meeting benchmarks in such areas as graduation rates, student performance, and closing achievement gaps. Building Opportunity Act Largest Investment in School Construction in Maryland History Governor Hogan will also re-introduce the Building Opportunity Act, which provides a record $3.8 billion for school construction funding over five years. "This is the largest investment in school construction ever in Maryland history," said Governor Hogan. "Last year, we introduced record funding for school construction legislation, but the legislature failed to support it. We are pleased that they now seem to agree with us on the need to provide local school systems, and most importantly our students, with the healthy, efficient, heated, air-conditioned, and modern school buildings that they deserve." New funding for this initiative will come from a share of casino revenues in the education lockbox, which Governor Hogan pushed for and enacted to ensure that an additional $4.4 billion in funding would go toward K-12 education. The Building Opportunity Act provides funding to cover all of the projects currently requested by local school systems. The Interagency Commission on School Construction (IAC) is conducting a statewide school facilities assessment to better evaluate local requests. The legislation will give the Maryland Stadium Authority oversight of these additional school construction funds and includes accountability measures. The initiative is closely modeled after the highly successful 21st Century School Buildings Program currently underway in Baltimore City.  |

As the deputy approached the vehicle, Blount exited from behind the driver's seat and attempted to flee on foot. Blount was unable to get away as he was soon detained in the vicinity of the traffic stop. During a subsequent search of the vehicle, the deputy discovered what was identified as heroin, in a quantity indicative of an intent to distribute. The deputy transported Blount to the Central Booking Unit where he was processed and taken in front of a District Court Commissioner. The lawsuit filed Wednesday in Polk County Circuit Court seeks $100million in civil damages for defamation, abuse of civil process and conspiracy. It alleges that the prosecution's key witness in Zimmerman's 2013 murder trial, Rachel Jeantel, was an imposter coached by the family and their lawyers. The lead defendant in the suit is Sybrina Fulton, Martin's mother. | Jim Perdue: My company is addressing poultry waste Posted: 05 Dec 2019 09:41 AM PST  "ICYMI: Jim Perdue's defense of his corporation after The Baltimore Sun published their editorial 'Clean up Maryland's poultry manure problem now'. In it he claims that Perdue is working to protect the Chesapeake Bay. This is, to be polite, a load of chicken litter! Each year, chicken factory farms in Maryland produce 34 thousand tons of litter. That's more than half what the residents of Baltimore produce! It's simply too much volume to be used safely as fertilizer in the area where it's produced and the soil is oversaturated. Trucking the waste elsewhere is at best, a temporary solution. Not only are regulations surrounding the practice poorly implemented and enforced, but the contract growers and taxpayers are left to foot the bill. As mentioned in Clean up Maryland's poultry manure problem now, the Poultry Litter Management Act offered a more just way of handling the problem. Using the waste to generate biogas is not a real solution, either. This expensive technology requires massive chicken litter inputs, still requires trucking, and requires subsidies to be profitable. Ultimately, this is greenwashing - not "renewable" energy. It does nothing to address public health issues, and can even be used as an excuse for building more factory farms. We need real solutions to the environmental degradation factory farms are causing on the Eastern Shore. We need a moratorium on all new and expanding factory farms. Gov. Ralph Northam (D) said in a statement that he has instructed the state's Medicaid director to "pause" negotiations with the Trump administration about how to implement the requirements that certain "able-bodied" Medicaid recipients need to work and pay premiums. "Virginians made it clear they want more access to health care, not less," he said in the statement. | Formalization Of OC Pier Franchise Extension Underway Posted: 05 Dec 2019 07:30 AM PST OCEAN CITY — Resort officials this week began finalizing the historic Ocean City Fishing Pier franchise agreement with the passage on first reading of a pair of ordinances setting the extension in motion. Last week, Ocean City officials announced it had reached an agreement in principle with Charles "Buddy" Jenkins and his Synepuxent Pier and Improvement Company to extend the franchise agreement for the pier that juts eastward from the Boardwalk at Wicomico Street. On Monday, the Mayor and Council began formalizing the pier franchise extension agreement with the approval of two separate, but related, ordinance changes on first reading. The first piece of the puzzle is an ordinance formalizing the extension of the pier franchise agreement for an additional 25 years beyond the 10 years remaining on the initial agreement reached between the city and Jenkins' companies in 1978. That ordinance essentially extends the franchise agreement for another 35 years and ensures the iconic amusement pier will remain in its current state for decades to come. More  |

When Virginia Beach City Council met Tuesday for its first meeting of the month, the Second Amendment wasn't listed on the agenda. Yet hundreds showed up to voice their thoughts on the city becoming a "Second Amendment sanctuary." So much so that the City Council Chambers and all of city hall reached capacity, leaving even more people outside during the meeting. By 6:30 p.m. the crowd had swelled to the point that both the Virginia Beach Sheriff's Office and police department were on-scene to close the road down in front of city hall. The gun rights advocates wore orange stickers saying "Guns Save Lives" in the shadow of Building 2 at the municipal center, where six months earlier a gunman killed 12 and injured 4 others. More  |

With the recent controversy over Chick-fil-A bowing to pressure to end its financial support of charities the far left has labeled as "anti-gay," organizations that dare to hold onto certain deeply held religious beliefs will likely be punished for it. I have served on the national boards of the two charities that Chick-fil-A will no longer be supporting, the Salvation Army and the Fellowship of Christian Athletes (FCA). Both charities have been smeared by the left as being anti-gay because of their traditional religious view of marriage as between one man and one woman. As a former board member of both organizations, I never witnessed—nor would I have tolerated—any type of prejudice or bigotry toward gay people. All I ever saw was people earnestly wanting to help other people. In fact, the Salvation Army estimates that it is the largest provider of poverty relief to the LGBT community in the nation. More  |
