| 'I Did Not Say No Political Bias in FBI Investigation' Posted: 19 Dec 2019 09:00 PM PST Department of Justice (DOJ) Inspector General (IG) Michael Horowitz testified Wednesday that he never concluded there was no political bias in the FBI's abusive investigation of officials connected to Donald Trump's campaign. Horowitz appeared before the Senate Homeland Security and Governmental Affairs Committee to discuss his recent report (the "IG report") on Operation "Crossfire Hurricane," in which he found that the FBI had misled the Foreign Intelligence Surveillance Act (FISA) court in seeking warrants for the surveillance of Trump aide Carter Page. The FBI had also relied on the so-called "Steele dossier" for those warrants, even after knowing it was entirely false. However, Horowitz also concluded that there was no "documentary or testimonial evidence" that the decision to launch the investigation was motivated by political bias. Democrats have seized on that point — even though Horowitz told the Senate Judiciary Committee that he could not rule out bias during later stages of the investigation. Elise Stefanik (R-NY) in the GOP to Rep. Eric Swalwell (D-CA) in the Democrat Party. But perhaps no bigger star has emerged in the fight than Rep. Lee Zeldin (R-NY), a hard-charging GOP congressman from Long Island whose district includes the Hamptons. It's not because of any viral moment in a public hearing. On Dec. 2, an Ocean City Police Department (OCPD) detective was contacted by Delaware State Police (DSP) regarding an investigation into a sexual assault case involving a teenage boy that allegedly occurred in an Ocean City condominium late last month. The DSP detective informed the OCPD detective the suspect had been identified as Allen Harold Reese, 64, of Millsboro, Del. According to the DSP detective's investigation, Reese works for Delaware Guidance Services and provides mobile counseling services and takes at-risk children with him to movies and other events as part of his counseling services. On Nov. 26, Reese allegedly picked up the victim in Lewes, Del. around 1:30 p.m. According to police reports, Reese drove the victim to a townhouse near 120th Street in Ocean City where sexual acts took place. | Across Maryland, counties and universities boost revenue through ICE contracts Posted: 19 Dec 2019 12:30 PM PST ANNAPOLIS, Maryland—As Maryland counties and universities face increasing pressure to end their partnerships with U.S. Immigration and Customs Enforcement, Cecil County's is recently "operational," according to an ICE spokeswoman. Cecil is one of three Maryland counties — with Frederick and Harford — that currently have what are known as 287(g) agreements with the federal agency. Through these agreements, ICE trains and authorizes police officers at local detention centers to screen inmates for breaking immigration laws. Two Cecil County officers completed a four-week training in September, ICE spokeswoman Kate Pote said. Though the 287(g) training programs do not come with federal funds, other programs with the immigration agency — to house inmates, and train ICE employees — have brought in millions in revenue to a few Maryland localities and universities. Three counties — Frederick, Howard and Worcester — have Intergovernmental Service Agreements with ICE, through which they rent out jail space for immigrant detention. | ICE HSI sees increase in criminal arrests in FY 2019 in DC, Virginia Posted: 19 Dec 2019 11:00 AM PST  Significant increases in drug and arms seizures, gang arrests WASHINGTON – In fiscal year 2019 (FY 2019), which ran from Oct. 1, 2018 to Sept. 30, 2019, U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) Washington, D.C. made nearly 470 total criminal arrests for crimes ranging from narcotics smuggling to gang investigations across its area of responsibility, which includes Virginia; Washington, D.C.; and West Virginia. HSI Washington, D.C. marked a ten-fold increase in narcotics seizures from nearly 400 lbs. in FY 2018 to over 4,000 lbs. in FY 2019, and a two-fold increase in firearms seizures, taking nearly 100 arms off the streets of Washington, D.C., Virginia, and West Virginia. | Overwhelming Evidence That Obamacare Caused Premiums To Increase Substantially Posted: 19 Dec 2019 09:45 AM PST Two scholars at the renowned Brookings Institution, Loren Adler and Paul Ginsburg, have published an analysis finding that "average premiums in the individual market actually dropped significantly upon implementation of the ACA [Affordable Care Act]." This contrasts with a plethora of evidence, including a rigorous 2014 Brookings study, showing that the ACA significantly increased premiums. In this post, I discuss methodological concerns with the Adler and Ginsburg approach as well as evidence that leads most scholars to reach a very different conclusion. While I will discuss the relevant evidence of the ACA's effect on premiums in depth, there are three data points worth emphasizing. First, unlike Adler and Ginsburg's approach, Brookings 2014 study used actual data and found that "enrollment-weighted premiums in the individual health insurance market increased by 24.4 percent beyond what they would have had they simply followed…trends." Second, S&P Global Institute found that average individual market medical costs increased substantially between 2013 and 2015, up an estimated 69%. Third, 2014 insurer data shows that premiums for individual market Qualified Health Plans (QHPs), ACA-compliant plans certified to be sold on exchanges, were much higher than premiums for individual market non-QHPs, mostly plans in existence before 2014 that did not comply with the ACA.
