Susan Bounds receives 2016 Maryland Library Association Outstanding Volunteer Award Posted: 10 May 2016 09:00 PM PDT SUSAN BOUNDS RECEIVES MARYLAND LIBRARY ASSOCIATION OUTSTANDING VOLUNTEER AWARD Wicomico Public Libraries is pleased to announce Susan M. Bounds, Board Trustee and Chair of the Friends of Wicomico Public Libraries has been awarded the Maryland Library Association (MLA) 2016 Outstanding Volunteer Award. The award was presented to Ms. Bounds at the annual MLA Conference held on Friday, May 6th. The purpose of the MLA Volunteer Award is to honor a library volunteer in Maryland who exemplifies the positive impact that volunteers can make in libraries through their outstanding service. Ms. Bounds graduated from Salisbury University with a B.S. degree in elementary education and a M.Ed. degree in reading and special education K - 12. She was appointed by Maryland State Department of Education Superintendents, Dr. Nancy Grasmick and Dr. Lillian Lowery, to serve several terms as Chair of the Maryland State Advisory Council on Gifted and Talented Education. Ms. Bounds was the Director of several local Maryland Summer Centers for Gifted and Talented Students. For more than 10 years, she developed and ran environmental education and historical research programs in Wicomico and Dorchester Counties. Ms. Bounds retired in 2009 after teaching 35 years for the Wicomico County Public School System. She continues to serve as Wicomico County Coordinator of Destination Imagination and Regional Director for Maryland Eastern Region DI. Ms. Bounds believes strongly in the benefits that a strong and active library brings to the community. She is committed to promoting educational opportunities, modern community Library space and programs that strengthen the lives of Wicomico County's diverse population. She joined the Wicomico Public Libraries Board of Trustees in 2009 and formed the current Friends of the Library organization. As the Chair of Friends of Wicomico Public Libraries, she encourages advocacy and support for the Library through fundraising, programs and events. Through her countless volunteer hours Ms. Bounds exemplifies an "Outstanding Volunteer" and continues to make a positive impact on Wicomico Public Libraries' development, services and resources. Illegals Are Ripping Off Hardworking Taxpayers Posted: 10 May 2016 08:30 PM PDT The households of illegal immigrants receive an average of about $1,000 more annually in federal welfare benefits than do the households of non-immigrant recipients, a new analysis finds. According to the immigration control advocacy group, Center for Immigration Studies, which breaks down federal cost data from 2012, the welfare payout to likely illegal immigrant households averages $5,692 yearly, compared with the average $4,431 welfare payout to non-immigrant households collecting the benefit. The CIS analysis study points out illegal immigrants are barred from directly receiving welfare, but may obtain it through their U.S.-born children. All immigrant-headed households — legal and illegal — receive an average of $6,241 in welfare, 41 percent more than the $4,431 received by a non-immigrant household on welfare, according to the analysis. The lawsuit says state entities violate provisions in Title VII of the Civil Rights Act, Title IX the Education Acts Amendment of 1972 and the Violence Against Women Reauthorization Act. At Monday's Police Commission meeting, the issue of the growing number of out-of-state Uber drivers operating in Ocean City was broached and commission members learned despite changes in state licensing requirements, there is very little Ocean City Police can do in terms of enforcement. The General Assembly this year passed legislation requiring Uber drivers operating in Maryland to acquire a license from the Public Service Commission (PSC). The license will be issued only after a thorough vetting by the PSC in terms of background checks and other requirements including proof in insurance, for example. Ocean City Police Chief Ross Buzzuro said the licensing process is much more restrictive, but there was little language in the bill for stepped-up enforcement. Police identified those charged as Jasmine Gerald, 19, Kanyawn Megginson, 19, Barry Diggs, 18, and Jaquan Bennet, 17. Police also arrested two 16-year-old boys. Diggs was charged with auto theft and other theft-related charges. Bennet was charged as an adult with several counts of armed robbery, handgun violations, assault and other related charges. That is the legal ruling from the Maryland Open Meetings Compliance Board, in response to a February 2016 complaint filed by the American Civil Liberties Union (ACLU) of Maryland and the Talbot County Branch of the NAACP (NAACP) asking the Board to declare the county's actions illegal. "We are elated by the opinion from the Opening Meeting Compliance Board in recognizing that our elected county officials have an obligation to conduct all business openly in front of its constituent base. We will now wait to see how the council plans to rectify this violation," said Richard Potter, Talbot NAACP President. The "Talbot Boys" monument, erected in 1916, celebrates soldiers from Talbot County who fought for the Confederacy against the United States during the Civil War. Although many more Talbot men fought for the Union, Talbot County leaders of the day refused to memorialize Union soldiers from the community, electing instead to honor only those who died for the Confederacy. The statue depicts a Confederate soldier with a Confederate battle flag draped across his back, and bears the caption "To the Talbot Boys, 1861-1865, C.S.A." Many African Americans consider the statue an affront to their humanity - a symbol of racism and injustice at the one place in the community meant to be dedicated to serving justice for all, the County Courthouse. Good Samaritan, Rescue Swimmers Aid Distressed Body Boarders Posted: 10 May 2016 08:30 AM PDT OCEAN CITY — In one of the earliest ocean rescues in the resort in recent memory, two body-boarders in distress were pulled from the water on Sunday afternoon with the assistance of a Good Samaritan surfer and three Ocean City Fire Department rescue swimmers. Around 1:15 p.m. on Sunday, May 8, Ocean City Fire Department rescue swimmers were dispatched to the area of 16th Street for a report of two swimmers in distress. Two inexperienced body boarders, neither of whom were wearing wetsuits, became distressed and began to be swept into an apparent rip current. The body-boarders abandoned their boards and began attempting to swim to shore to no avail. A surfer nearby paddled over to the distressed swimmers, who were able to hang on the surf board temporarily. Three OCFD rescue swimmers, including Ocean City Councilman Matt James, Mick Chester and Ben Waples arrived minutes later and affected a rescue of the swimmers. The average household headed by an immigrant (both legal and illegal) in 2012 consumed $6,234 federal in welfare benefits, while the average native-headed households consumed $4,431 in benefits, says the CIS report, which is based on data from the Census Bureau's Survey of Income and Program Participation. Broken down by category, author Jason Richwine details how immigrant-headed households consume on average 33 percent more cash welfare (Supplemental Security Income and Temporary Assistance for Needy Families), 57 percent more food assistance (food stamps, the Women, Infants, and Children program, and school lunch), and 44 percent more Medicaid. Both groups, however, use housing assistance at similar levels. This State is About to Secure a Major Victory For Gun Rights Posted: 10 May 2016 05:00 AM PDT On Thursday, the New Hampshire Senate concurred with the House and passed legislation to eliminate the requirement for a license to carry concealed in the Granite State. The legislation — HB 582 — would simply treat concealed carry like open carry, which is already legal to do without a permit in New Hampshire. In short, HB 582 removes the requirement that citizens pay the state for a concealed permit before exercising their Second Amendment rights. According to the New Hampshire Union Leader, the Senate vote was 14-10, in favor of repealing the permit requirement. Sen. Gary Daniels (R-Milford) said, "This is our opportunity to ensure the 2nd Amendment rights of our constituents are upheld." But Democrats argued for a continuation of the current structure of allowing open carry without a permit while requiring a permit for concealed carry. Sen. Lou D'Allesandro (D-Manchester) accused Republicans of simply pursuing change for the sake of change — because the GOP controls the Senate — instead of pursuing change because it is actually required.
