Kyle Alwood was charged with five counts of first-degree murder and various counts of arson for the killing of five of his relatives on one night in April. Prosecutors say the boy intentionally set the blaze. CBS News correspondent Errol Barnett was in the courtroom where the judge laid out the charges against the boy. Barnett said Kyle was barely visible above the back of his chair, and his feet barely touched the ground. During the arraignment, Alwood's attorney had to explain some of the terms the judge used, including the words "alleged," "arson" and "residents." One of its key recommendations is pouring far more money into Baltimore schools. I think there is consensus across the political spectrum that Baltimore schools have numerous problems. But will the Kirwan Commission's funding recommendations make any difference? For some people, the answer is obviously "yes." I saw tweets that praised the commission's recommendations for addressing "underfunding" at Baltimore schools. What does this mean, though? By what measure are Baltimore's schools supposedly "underfunded"? Baltimore schools spend $17,493 per pupil. That is the third-highest per-pupil spending rate of any school district in Maryland. It's unclear how, by any measure, this qualifies as underfunded. Regardless, the commission wants to spend another $823 million a year in Baltimore schools. That was the position for the US 10-year bond less the 2-year bond very briefly at the end of August, since when this measure, which is often taken to predict recessions, has turned mildly positive again. A generally negative sentiment, fueled mainly by the escalating tariff war between America and China, had earlier alerted investors to an international trade slowdown, expected to undermine the American economy in due course along with all the others. It stands to reason that backward-looking statistics have yet to reflect the global slowdown on the US economy, which is still buoyed up by consumer credit. The German economy, which is driven by production rather than consumption is perhaps a better guide and is already in recession. After an initial hit, a small recovery in investor sentiment is understandable, with the negative outlook perhaps having got ahead of itself. But we must look beyond that. Border Patrol Apprehends Two Men Charged with Sex Crimes over the Weekend Posted: 22 Oct 2019 11:00 AM PDT CALEXICO, Calif. – U.S. Border Patrol agents assigned to the El Centro Sector arrested two previously deported sex offenders over the weekend. The first incident occurred on Fri., at around 6 p.m., when agents assigned to the El Centro Station encountered a man suspected of illegally entering the United States approximately three miles west of the Calexico West Downtown Port of Entry. Agents arrested the man and transported him to the El Centro Station for immigration and criminal history screening. Agents conducted records checks, which revealed that the man identified as Pedro Mata-Guerrero, a 54-year-old Mexican national, was convicted on June 16, 2013, for First-Degree Sexual Assault of a Child out of Milwaukee, Wis. Mata was previously removed by Immigration and Customs Enforcement on July 19, 2011. Mata is being held in federal custody pending further criminal prosecution. The second incident occurred on Sat., at around 8 a.m., when agents assigned to the Calexico Station encountered a man suspected of illegally entering the United States approximately seven miles east of the Calexico West Downtown Port of Entry. Agents arrested the man and transported him to the El Centro Station for immigration and criminal history screening. Agents conducted records checks, which revealed that the man identified as Juan Ramon Avila-Leon, a 49-year-old Mexican national, was convicted on Oct 18, 2018, for Communicating With a Minor for Immoral Purposes out of Shelton, Wash. Avila served 364 days confinement for his conviction. Avila was previously removed by Immigration and Customs Enforcement on Sept 5, 2019.
