Trump Wants States to Experiment With Medicaid — Up to a Point

After a series of zigzags, Utah is about to expand Medicaid under the Affordable Care Act. At least 10 red states have done the same, but Utah's experience may be a bellwether showing how far the Trump administration will let states go in customizing Medicaid, the joint federal-state health care program for the poor.

Utah voters approved Medicaid expansion last November, by a 53% to 47% margin. But after the state's Republican-dominated legislature convened in January, it scaled back the voter-approved measure. Instead of covering childless adults making up to 138% of the federal poverty level — the standard in the ACA and the ballot initiative — Utah lawmakers wanted to cover only those making up to 100% of the poverty level.

Legislators also wanted to add a work requirement — even though courts have thwarted that in other states. They wanted Utah to "lock out" beneficiaries who intentionally received services to which they weren't entitled — and to allow state Medicaid officials to remove them without a court finding. And they wanted Utah to be able to cap enrollment if it ran into budget problems.

Yesterday, the President took another important action: He signed two executive orders that will protect "Americans against secret or unlawful bureaucratic interpretations of rules and guards against unfair or unexpected penalties for non-compliance."

Ukrainian MP Andriy Derkach revealed on Wednesday that former Vice President Joe Biden received $900,000 from Burisma Group for lobbying activities, citing materials related to an investigation.

Former U.S. Vice President Joe Biden received $900,000 for lobbying activities from Burisma Group, Ukraine's Verkhovna Rada member Andriy Derkach said citing investigation materials.

Derkach publicized documents which, as he said, "describe the mechanism of getting money by Biden Sr." at a press conference at Interfax-Ukraine's press center in Kyiv on Wednesday. -Interfax
"This was the transfer of Burisma Group's funds for lobbying activities, as investigators believe, personally to Joe Biden through a lobbying company. Funds in the amount of $900,000 were transferred to the U.S.-based company Rosemont Seneca Partners, which according to open sources, in particular, the New York Times, is affiliated with Biden. The payment reference was payment for consultative services," said Derkach.

Here's How The New US-China Trade Talks May End

With the U.S. and China in the midst of a new round of high level trade talks, this Thursday marks 22 months since tariffs were launched and the trade war began.

Far from being "easy to win", the trade war has lasted far longer than most analysts in the mainstream and alternative media predicted. In past articles, I have warned that the trade war itself is probably not meant to be won at all; rather, it is a massive distraction and a convenient scapegoat as global banks set the implosion of the Everything Bubble in motion. I continue to stand by this assessment, which is why I think it is unlikely that the current talks with China will accomplish much of anything.

This conclusion runs in stark contrast to all the hype we heard in the investment community in September. The way stock markets levitated, one would have thought a deal was assured. Never underestimate the power of blind optimism, I suppose. I believe there are a very limited number of end games to the meeting, none of which will result in an actual "deal". However, it's important to understand the dynamics at play here.

8)BE ON TIME.  We cannot guarantee that we can wait for you if you are even a few minutes late.  Be on the West OC bus at 6 AM ready to go, be waiting for the bus in Salisbury (by Boscovs in the mall) at 6:30, be waiting for the bus in Easton (Park and Ride, MD 404 and Route 50 westbound) at 7:15. 
9)It is highly recommended that you bring a couple of sandwiches to have on the bus and/or at the rally.  We are talking 6 am to 5'ish PM for many of us, bring enough to eat. 
10)Because we are picking up at three locations and folks will board and disembark at different times - - and considering the bridge delay, the rush hour traffic, and the early start of the rally - - it probably is not practical to make a stop at a fast food place as we've done in the past, so supply your cooler accordingly. 
AT THE RALLY 
1)Dress appropriately: the bus will drop us as close to the rally as allowable, but needless to say we will be doing some walking and standing  . . . wear comfortable shoes/sneakers.  And wear 'layers' . . . it likely will be chilly/cold in the morning, but if it warms up you should be able to take off an outer layer. You don't want to be too cold - - or too warm - - so dress accordingly. 
2)Bring water and snacks to the rally as needed. We recommend that you bring several granola bars/protein bars or the like . . . easy to carry and filling.  
3)Get back to the bus on time!  The walk to the rally will be the same distance/time as the walk back to the bus will be, so you will know how long it will take to get back to the bus. 
4)Bringing signs, chairs, is up to you.

ICE arrests Salvadoran alien charged with rape who went to victim's house immediately after Oklahoma County Sheriff's Office failed to honor ICE detainer

OKLAHOMA CITY – U.S. Immigration and Customs Enforcement (ICE) arrested Antonio Ulises Perez, a 38-year-old illegal alien from El Salvador charged with first degree rape, Wednesday, after the Oklahoma County Sheriff's Office (OCSO) failed to honor an ICE detainer and released him from custody.
Almost immediately following his release from the Oklahoma County Jail Oct. 9, Ulises Perez went to the home of the woman he is alleged to have raped.
Under federal law, ICE has the authority to lodge immigration detainers with law enforcement agencies who have custody of individuals arrested on criminal charges and who ICE has probable cause to believe are removable aliens. The detainer form advises law enforcement agencies to notify ICE in advance of release and to maintain custody of the alien for a brief period of time so that ICE can take custody of that person in a safe and secure setting.
Under this authority, ICE lodged an immigration detainer with the OCSO Oct. 8 requesting that they transfer custody of Ulises Perez to ICE in the event he was scheduled to be released from OCSO custody. However, OCSO refused to honor the immigration detainer in direct contravention of federal immigration law and released Ulises Perez from their custody.
Unfortunately, this is not an isolated event. A few months ago, Oklahoma County decided to no longer honor ICE detainers and began releasing criminal aliens back into the local community at the expense of law-abiding citizens.
"It is unconscionable that someone who is sworn to uphold the law would find it acceptable to release an alleged rapist who is illegally present in the U.S. back into the community when there are other options available under federal immigration law," said Marc Moore, field office director for ICE Dallas. "Within a few hours of being released, this illegal alien was back at the home of the rape victim where he was free to re-victimize her and harm other members of the community. Fortunately, ICE deportation officers were able to quickly locate this individual and safely take him back into custody."
On Sept. 30, Ulises Perez was arrested by the OCSO and charged with first degree rape. On Oct. 8, ICE interviewed Perez in person, and lodged an immigration detainer with the OCSO, advising them to transfer custody of Ulises Perez to ICE in the event that he was scheduled to be released from local custody. On Oct. 9 at approximately 3 a.m., the active detainer was not honored, and the OCSO released Ulises Perez on bond from the Oklahoma County Jail. On Oct. 9, ICE deportation officers arrested Ulises Perez in Oklahoma City. He remains in ICE custody pending disposition of his immigration proceedings.
ICE is focused on removing public safety threats, such as convicted criminal aliens and gang members, as well as individuals who have violated our nation's immigration laws, including those who illegally re-entered the country after being removed and immigration fugitives ordered removed by federal immigration judges. Nationally, approximately 90 percent of all people arrested by ICE during fiscal year 2019 either had a criminal conviction, a pending criminal charge, had illegally re-entered the United States after being previously removed (a federal felony), or were an immigration fugitive subject to a final order of removal.
Approximately 70 percent of the arrests ICE makes happen after ICE is notified about an alien being released from local jails or state prisons. In fiscal year 2019, ICE has lodged more than 160,000 detainers with local law enforcement agencies.

About Detainers

ICE lodges detainers on individuals who have been arrested on criminal charges and who ICE has probable cause to believe are removable aliens. The detainer asks the other law enforcement agency to notify ICE in advance of release and to maintain custody of the alien for a brief period of time so that ICE can take custody of that person in a safe and secure setting upon release from that custody. When law enforcement agencies fail to honor immigration detainers and release serious criminal offenders onto the streets, it undermines ICE's ability to protect public safety and carry out its mission.
Congress has established no process, requirement, or expectation directing ICE to seek a judicial warrant from already overburdened federal courts before taking custody of an alien on civil immigration violations. This idea is simply a figment created by those who wish to undermine immigration enforcement and excuse the ill-conceived practices of sanctuary jurisdictions that put politics before public safety.
When law enforcement agencies fail to honor immigration detainers and release a criminal alien onto the streets this negatively impacts public safety and ICE's efficiency in the apprehension of criminal aliens. Federal immigration laws authorize DHS to issue detainers and provide ICE broad authority to detain removable aliens.

What Happened At Salisbury Middle School Today?

Have you heard anything about what's going on at Salisbury Middle School? I hear there's been five or six fights today and the kids have been on lock down since before lunch. No one is allowed to move and the cops of been in and out of the school all day. Apparently there's more cops on the way now with sirens on. They were talking about a bomb threat, but with so many fights, no one knows if that is related- or sadly, just a normal amount of fighting in that zoo. Just wanted to know if you heard anything because I've got a kid over there and they're not telling him anything either – just to sit down and be quiet And not to move.

There has been absolutely no instruction all day. They have not gone about their normal class rotation. They have been in the same classroom most of the day, not learning.

An administration official said that the goal is to end "deep state bullying" with politically-motivated "guidance."

"These executive orders give this administration the tools to defend Americans' freedom and liberty against off-the-book regulations and prevent unfair penalties from being levied on American families and businesses by rogue agencies," said Acting Budget Director Russ Vought.

Secretary general warns the UN could run out of money by the end of the month

The United Nations' secretary general sent out a letter warning that it could run out of funds in a matter of weeks.

Secretary General António Guterres said in a Monday letter to 37,000 employees at the U.N. secretariat that the U.N. is running a $230 million deficit and could run out of money by the end of October, according to CBS News.

"Member States have paid only 70 percent of the total amount needed for our regular budget operations in 2019. This translates into a cash shortage of $230 million at the end of September. We run the risk of depleting our backup liquidity reserves by the end of the month," Guterres, 70, said.

A Michigan municipal election official being charged with six felonies in the discarding of nearly 200 votes is not likely an indication of voting problems nationally, election experts say. But an election integrity watchdog still wants to get to the bottom of the matter.

"Whether it changed the outcome is not really an issue when you are talking about civil rights. What does matter is canceling votes," J. Christian Adams, president of the Public Interest Legal Foundation, told The Daily Signal. "The Justice Department needs to carefully scrutinize what votes were canceled and why she would have improperly discarded those 193 [votes]."

Michigan State Police arrested Southfield City Clerk Sherikia Hawkins in late September on charges related to altering or throwing away 193 absentee ballots.

ANNAPOLIS, Maryland — Beaudouin Tchakounte was driving for Uber on the night of Aug. 27 in Oxon Hill, Maryland, when he and passenger Casey Xavier Robinson were fatally shot inside the 2015 silver Mercedes-Benz, Prince George's County Police said.

Prince George's County State's Attorney Aisha Braveboy announced Sept. 26 that Aaron Wilson Jr. of Fort Washington, Maryland, was indicted on two counts of common law murder, two counts of use of a firearm in a crime of violence and two counts of use of a firearm in the commission of a felony in connection with the deaths.

If convicted, Wilson could be sentenced to a maximum of two life sentences plus 40 years, according to Braveboy's office. Wilson had requested a shared ride via Uber, police said.

Concerns Raised Over OC’s Investment Losses In Pension Fund

OCEAN CITY — The good news is Ocean City employee pension fund remains strong, while the bad news is the town continues to take losses on the market investments that help fuel it.

The Mayor and Council last week got a lengthy review of the status of the town's two employee pension funds, including one for general employees and another for its public safety employees. The presentation was long and detailed, but boiled down to its simplest terms, the review showed Ocean City's two pension funds are in solid shape with the general employee's pension funded a little over 86% and the public safety plan funded at around 82%.

Of course, 100% is the ideal, but that lofty number is largely a pipe dream for most jurisdictions including counties and cities. Nationally, the average is around 73%, so Ocean City is doing much better than many of its colleagues in terms of funding levels for its pension plans.

The coach had put together the perfect team for the Chicago Bears. The only thing that was missing was a good quarterback. Then, one night while watching CNN, he saw a war-zone scene in the West Bank. In one corner of the background he spotted a young Israeli soldier with a truly incredible arm. He threw a hand-grenade straight into a 15th story window 100 yards away.

Planned Parenthood ‘isn’t political,’ but it’s investing $45 million in 2020

Planned Parenthood, the titan of the abortion industry, wants to win in 2020 and it's investing more money than ever to do it.

The organization announced on Wednesday that it plans to spend at least $45 million on local, state, and federal candidates who support abortion. Its "largest-ever electoral effort" is a huge jump from 2018, when the group spent a comparatively meager $5.1 million in the midterm elections, according to Open Secrets.

Planned Parenthood wants to win the White House, take back the Senate for Democrats, and elect legislators across America who will support legal and subsidized abortion. But Planned Parenthood, its executives still insist, is not political.

The Trump administration has proposed relaxing 30-year-old rules that prevent self-referrals and kickbacks in medicine, saying they get in the way of different parts of the healthcare system working together.

The proposal, which President Trump will speak about Wednesday in Minnesota, applies to the Physician Self-Referral Law and the Anti-Kickback Law, which exist to protect patients so doctors wouldn't order unnecessary, costly tests or procedures just so they could benefit financially. Despite the protections, healthcare industries have been pushing for changes, saying the rules had become overly burdensome and expensive, and prevented them from setting up arrangements that would help patients get access to the care they need more easily and at lower prices.

The initiative is part of a broader Trump administration effort to cut red tape throughout the federal government and to outline Trump's healthcare priorities ahead of the 2020 election. The next announcement is expected to be about drug prices.

In a bombshell 1,200-word New York Times op-ed, investigative author Peter Schweizer called for the federal government to investigate Joe and Hunter Biden's dealings in Ukraine and China after laying out a devastating fact-pattern of transactions.

In December 2013, Joe and Hunter Biden flew aboard Air Force Two to China; less than two weeks after the trip, Hunter's firm, Rosemont Seneca Partners, which he founded with two other businessmen in June 2013, finalized a deal to open a fund, BHR Partners, whose largest shareholder is the government-run Bank of China, even though he had scant background in private equity.(Representatives of the fund claim that the timing of the deal and the Bidens' trip to China was coincidental). Thus far, the firm has invested about $2.1 billion, according to its website.


With the Russian invasion of Crimea in 2014, Joe Biden became point person in Ukraine as well. That same year, Hunter Biden landed a board position with the Ukrainian energy giant Burisma Holdings. Despite having no background in energy or Ukraine, the vice president's son was paid as much as $50,000 a month, according to financial records. (He left the board in early 2019).


The Bidens are hardly alone. President Trump's transportation secretary, Elaine Chao, and her husband, Senator Mitch McConnell, are being accused of having profited from their commercial ties to Beijing. In 2004, the two had a net worth of about $3.1 million, according to public disclosures. Three years later, the range was $3.1 million to $12.7 million. The next year, their net worth rocketed to $7.3 million to $33.1 million.

Baltimore Mayor announces competition to clean up city streets

BALTIMORE, Md. (WBFF) — The fall cleanup is right around the corner and this year Mayor Jack Young is turning it into a competition.

"The idea is simple, compete against your neighbors and other communities to see who can collect the most trash," he said.

To sign up for the Cleanup Cup you have to create a team and call 3-1-1.

From there you can use your service request number to register online.

Then on cleanup day all you have to do is record the number of bags of trash or bulk items your team collects, record them on your tally form and snap a picture.

Troopers Investigating Fatal Crash-Bridgeville

Bridgeville- The Delaware State Police Collision Reconstruction Unit is investigating a fatal crash involving a single vehicle that occurred last evening.

The incident occurred on October 9, 2019 at approximately 6:40 p.m., when a 2018 Dodge Caravan was traveling southbound on Sussex Highway (US 13), north of Newton Road (US 404). For unknown reasons, the operator of the Caravan crossed over the median and both northbound lanes of US 13, before exiting the edge of the roadway. The Caravan continued off the roadway until the front end ultimately struck a standing tree.

The operator, identified as 62-year-old Keith B .Kennedy, of Laurel, DE was properly restrained and transported to the Nanticoke Memorial Hospital where he later succumbed to his injuries.

The crash continues to remain under investigation by the Delaware State Police Collision Reconstruction Unit.

Rep. Andy Harris to Hold Three Town Halls on Eastern Shore

Former House Speaker Newt Gingrich: Trump 'Absolutely Justified'

President Donald Trump is "absolutely justified" in saying he won't cooperate with the House Democrats' impeachment inquiry, and in ordering the U.S. ambassador to the European Union to stay away from a House deposition about the Ukrainian controversy, former House Speaker Newt Gingrich said Wednesday.

"What (House Speaker Nancy) Pelosi and company are doing is an absurdity," Gingrich told Fox News' "Fox and Friends," complaining Democrats are staging a one-sided attack on the president. "Everybody in Watergate appeared in the open. Both sides got to cross-examine them. The same thing happened when we impeached (Bill) Clinton in the House in 1998. Remember, we had a report from independent counsel that used the word guilty on 11 different counts."

Meanwhile, former special counsel Robert Mueller never used the word guilty once, which frustrated Democrats, said Gingrich.

"School board meetings suddenly became like Mad Libs. They started repeating certain phrases, jamming them into every sentence. It was very odd," Margaret McCreary, a Fairfax County, Virginia, parent who eventually learned that the board members were using the "equity" language to push a proposal that could move her children out of their schools, told the Daily Caller News Foundation.

Senator Seeks Update After Referring 4 Accusers to Justice Department for Kavanaugh Claims

Sen. Chuck Grassley, R-Iowa, asked the Department of Justice and FBI on Tuesday for an update on the criminal referrals he submitted against witnesses who made potentially false accusations of sexual misconduct against Justice Brett Kavanaugh.

The Senate Judiciary Committee, when Grassley was chairman in 2018, asked the Justice Department to pursue criminal investigations of four individuals following Kavanaugh's contentious confirmation to the Supreme Court that fall.

"When individuals intentionally mislead the committee, they divert important committee resources during time sensitive investigations and materially impede its work," Grassley wrote in a letter to Attorney General William Barr and FBI Director Christopher Wray. "Such acts are not only unfair; they are potentially illegal. It is illegal to make materially false, fictitious, or fraudulent statements to congressional investigators. It is illegal to obstruct committee investigations."

The senator asked for a response to his letter by Oct. 21.

Trump Declines Dems' Invitation to Impeachment Hoax

President Donald Trump is done playing the Democrats' impeachment game. On Tuesday, the White House sent an eight-page letter to House Speaker Nancy Pelosi and Reps. Adam Schiff, Eliot Engel, and Elijah Cummings essentially telling them to put up or shut up. The letter highlighted the fact that Pelosi and Democrats have violated the Constitution, "the rule of law, and every past precedent" in their politically partisan quest to see Trump impeached. The letter, written by Trump attorney Pat Cipollone, bluntly exposes the Democrats' true political motivation:

"Put simply, you seek to overturn the results of the 2016 election and deprive the American people of the President they have freely chosen. Many Democrats now apparently view impeachment not only as a means to undo the democratic results of the last election, but as a strategy to influence the next election, which is barely more than a year away. As one member of Congress explained, he is "concerned that if we don't impeach the President, he will get reelected." Your highly partisan and unconstitutional effort threatens grave and lasting damage to our democratic institutions, to our system of free elections, and to the American people."

Cipollone asserts that Pelosi and company's impeachment inquiry is invalid because no vote was held in the House or even in a House committee to initiate the current inquiry. Instead, Pelosi unilaterally "announced an 'official impeachment inquiry.'" Cipollone writes, "Your contrived process is unprecedented in the history of the Nation, and lacks the necessary authorization for a valid impeachment proceeding."

As a result of Pelosi's invalid initiation of an impeachment inquiry, Cipollone points out that Trump's due-process rights have been violated.

I taught in Wicomico County for 8 years and left due to the lack of support from admin. A student in my class tried to turn in field trip money the day of our trip, after having a month and a half to turn it in, and I told him no. He became so mad that he told me he was going to stab me in my pregnant stomach and kill my baby. He threw chairs at me, cussed, and stormed out the room looking for a knife. He was only taken out of my room after a few days because I requested a threat assessment where they determined he was indeed a threat to my safety. But he wasn't punished because he refused to go to ISS (which they only assigned him a half day of because who really cares about a student who threatened to murder me and my baby right?) and nobody did anything. Admin also ignored my request to move him out of my group during a back to school night the week after the knife incident so I was left in the same room with him that night. His mother complained that I was going to deny him the right to go on the field trip and they actually let him go anyway. My teammate's classroom was destroyed by a student and my teammate had to clean it up instead of the student. A student walked out of my co-teacher's classroom after tearing things off her wall on a daily basis and nothing was done. Another student roamed the halls, ran in classrooms and spit on teacher desks, and PEED IN THE HALLWAY and since the mother threatened to sue if anyone touched her son all admin did was follow him around all day . ADMINISTRATION WAS USELESS!! My new school in a different state has a contract both parents and students must sign and students are booted from the school if they do not behave. I was about to quit teaching and am so thankful I gave it one more shot somewhere new. They have got to bring back consequences and demanding respect. Wicomico County is a joke. Franchot to Make Several Stops on Eastern Shore Friday

Comptroller to recognize two restaurants for oyster recycling efforts, honor individuals at Easton park and make presentation at Salisbury University

Comptroller Franchot will spend Friday on the Eastern Shore, beginning at the Tidewater Inn in Easton, where he will recognize their oyster recycling efforts. Recycled shells used by aqua farms stimulate oyster production and promote a cleaner Chesapeake Bay, while individuals and businesses can claim the Oyster Shell Recycling Tax Credit of up to $1,500 a year.   
Next, Mr. Franchot will go to Idlewild Park to present proclamations to Shelton Hawkins and Catherine Blizzard. Mr. Hawkins initiated the "Play in Color" revitalization project at the Idlewild basketball courts to encourage youths to actively participate in sports. Ms. Blizzard is being recognized for her winning redesign of the Moton Park basketball court as part of its own revitalization project.

Lastly, Mr. Franchot will swing by Evolution Craft Brewing. to present a proclamation to owner John Knorr and his wife Jasmine for the business' participation in the oyster shell recycling program.
