| Maryland Criminal Intelligence Network Contributes to Dismantling of Drug Trafficking Organizations Posted: 02 Oct 2019 04:30 PM PDT  During the month of September, law enforcement agencies in Maryland made dozens of arrests related to violent crimes and drug trafficking organizations that were distributing a number of controlled dangerous substances throughout the state, including nearly 500 grams of fentanyl. According to the DEA, that amount could kill more than 200,000 people. "The safety and security of our citizens is a top priority, and the Maryland Criminal Intelligence Network is making a difference by helping to restore our communities impacted by violent crime." said Governor Hogan. "These recent arrests send a powerful message that trafficking of illegal drugs will not be tolerated." MCIN is a criminal justice strategy funded by the Hogan administration through the Governor's Office of Crime Control and Prevention. Announced by Governor Hogan in 2017, the MCIN strategy encourages local, state, and federal law enforcement agencies to collaborate and share information to target, disrupt, and dismantle criminal organizations, including gangs and other groups that conduct drug, firearm, and human trafficking. So far, the Hogan administration has invested roughly $9 million in the MCIN initiative, with more than $1.7 million going to efforts in Baltimore City since 2018. "Governor Hogan has encouraged his administration to work across disciplines to find ways to address the opioid epidemic," said Glenn Fueston, Executive Director of the Governor's Office of Crime Control and Prevention, during a press conference with Baltimore Police and the Baltimore City State's Attorney's Office announcing recent indictments. "Our MCIN partners have played an important role in stopping the distribution of dangerous drugs like fentanyl in our state, and we are grateful for their hard work to protect our communities and put traffickers behind bars." Baltimore City MCIN On September 10, Baltimore City Police executed nine search warrants and dismantled the "Primetime" drug trafficking organization, which sold fentanyl in Southwest Baltimore. Salisbury MCIN The Maryland State Police Gang Enforcement Unit led two multi jurisdictional operations that yielded more than a dozen arrests to reduce violent crime and violations involving firearms on Maryland's Eastern Shore. During the first operation, State Police and allied agencies gathered information and identified a number of gang members and other suspects in open criminal investigations. Seven people from Salisbury were arrested and investigators seized:

| Maryland State Police, MDOT SHA Continue To Stress Importance Of ‘Move Over’ Laws Posted: 02 Oct 2019 11:30 AM PDT  (PIKESVILLE, MD) – This month marks the one-year anniversary of Maryland's "Move Over" law being expanded to include all service vehicles on state roads. The Maryland State Police and the Maryland Department of Transportation State Highway Administration are using this milestone as a reminder on just how important it is for motorists to adhere to these vital motor vehicle safety laws. The outreach to the public for this law will include news releases, social media, public service announcements and media interviews. All 50 States have enacted "Move Over" laws, but very few Americans know they exist. According to a national poll by Mason Dixon Polling & Research, sponsored by the National Safety Commission, 71 percent of Americans have not heard of move over laws. So far in 2019, 29 law enforcement officers have been killed nationally in traffic-related crashes. Maryland's "Move Over" laws require drivers approaching from the rear of an emergency vehicle using visual signals while stopped on a highway to, if possible, make a lane change into an available lane not immediately adjacent to the emergency vehicle. This movement should only be done if another lane in the same direction is available and the move can be made safely and without impeding other traffic. If moving to another lane away from the stopped emergency vehicle is not possible, the law requires drivers to slow to a reasonable and prudent speed that is safe for existing weather, road, and vehicular or pedestrian traffic conditions. The intent of the law is to provide an extra barrier of safety for police officers, fire fighters, emergency rescue personnel and service and utility workers working along Maryland roads. It is hoped that drivers will become more aware of police and emergency workers stopped along the road and move away from them or slow down as they pass by the traffic stop or incident scene. The original law went into effect in 2010. In 2014, the law was expanded to not only include police cars but also, tow trucks, fire trucks and medical and rescue trucks as well. On Oct. 1, 2018, the law expanded again to transportation, service and utility vehicles, as well as waste and recycling trucks, with yellow or amber flashing lights or signal devices. Motorists appear to have received the message as since the law expanded in 2014, troopers went from issuing 5,408 citations and 12,179 warnings to 1,349 citations and 5,677 warnings in 2018 for move over violations. Through Sept. 26, 2019, troopers have issued 1,347 citations and 4,979 warnings for similar violations. Statewide, more than 17,000 motorists have received citations or warnings from all police for violating the "Move Over" law in Maryland since the law expanded last year. From 2014 to 2018, more than 3,400 people were injured, and 46 people were killed in work zone crashes in Maryland. "Since the law went into effect last October, more than 17,000 motorists have received citations or warnings for violating the law on Maryland roads," said Lt. Col. Frank Lioi, Maryland State Police Field Operations Bureau Chief. "We will continue to protect those that work on and alongside our roads and enforce this life-saving law." | **BAY BRIDGE ROADWORK UPDATE** Posted: 02 Oct 2019 11:00 AM PDT The Maryland Transportation Authority (MDTA) is taking a number of steps to minimize traffic backups during the $27 million Bay Bridge rehabilitation project to replace the deck surface of the westbound span right lane. The first step is to implement cashless tolling at the Bay Bridge from noon to 10 p.m. on Thursdays and Fridays through the duration of the project. With all tolls collected electronically, cash drivers will move through the toll plaza without stopping. Cash drivers will still get the $4 rate and will be sent a statement in the mail. Drivers are encouraged to get a free E-ZPass transponder at ezpassmd.com to simplify toll payments. On Thursdays and Fridays, only under severe backups and weather permitting, MDTA will implement two-way operations allowing drivers to travel eastbound and westbound on the westbound span at reduced speeds of 25 to 35 mph. Two-way operations will provide three lanes eastbound and one lane westbound for short periods of time to reduce the backups. As we have communicated throughout the summer, drivers should still expect to encounter heavy congestion and delays throughout the project. MDTA Police will travel the westbound span for enforcement and to help slow vehicles down during two-way operations. The public can help by staying alert, keeping speeds down and maintaining a safe distance. During two-way operations, commercial trucks are not permitted to travel eastbound or westbound on the westbound span due to the narrower lane configuration. As with wind restrictions that prevent trucks from using the Bay Bridge in certain conditions, MDTA will notify truckers when two-way operations are in place. MDTA officials will work closely with the MDOT Maryland State Highway Administration (MDOT SHA) to monitor traffic throughout the system. MDOT SHA will continue to dispatch additional CHART vehicles to address any incidents on route 50 and parallel routes. This morning the school was put in Safe in Place status after a concerning phone call. School administration and Central Office personnel worked closely with School Resource Officers and the Wicomico Sheriff's Office to investigate the call and make sure the staff and students were safe. The Schiff staffer, Thomas Eager, is also currently one of 19 fellows at the Atlantic Council's Eurasia Congressional Fellowship, a bipartisan program that says it "educates congressional staff on current events in the Eurasia region." Eager's trip to Ukraine last month was part of the fellowship program and included nine other House employees. Fraud cases have quadrupled this year alone, the Government Accountability Office says, and now total about 13% of new applications from those who "self-petition" for protections under the Violence Against Women Act. Claiming abuse can be a fast track to citizenship, and at the very least usually serves as a shield against deportation and leads to immediate work permission for immigrants who allege they were victims of domestic violence. Experts said those benefits make the program attractive for both real victims and fraudsters. The story ignited a firestorm of accusations after President Donald Trump demanded to know "WHO CHANGED THE LONG STANDING WHISTLEBLOWER RULES JUST BEFORE SUBMITTAL OF THE FAKE WHISTLEBLOWER REPORT? DRAIN THE SWAMP!" On Monday, top House Republicans sent a letter to Intelligence Community Inspector General (ICIG) Michael Atkinson seeking answers: "Based on the language on [the May 24, 2018] form, it appears that the requirement for first-hand information has been an ICIG policy regardless of how a whistleblower makes an urgent concern report. Curiously the urgent disclosure form that now appears on the Office of the Director of National Intelligence website has recently changed and no longer contains this explicit first-hand information requirement. … The timing of the removal of the first-hand information requirement raises questions about potential connections to this whistleblower's complaint. | Black Lives Saved as Donald Trump Ends Barack Obama’s Crime Wave Posted: 02 Oct 2019 04:00 AM PDT FBI data shows that President Donald Trump has helped save more than 1,000 lives by reversing the crime wave that emerged amid President Barack Obama's crackdown on state and local police forces. Nationwide, homicides spiked to 15,195 in 2016, up from 12,278 murders in 2014 when Obama and his progressive and media allies began blaming police forces for multiple episodes in which young black men were killed. Since then, Trump has ended the White House support for the Black Lives Matter movement, and the number of murders was forced down to 14,123 in 2018, according to new FBI data. The murder rate dropped by 6.8 percent from 2017 to 2018. The combined reduction in murders in 2017 and 2018 adds up to roughly 1,318 Americans who did not die from murder since Obama's departure in early 2017. The savings amount to approximately two fewer dead each day. A large percentage of the people who did not die are African-American. If Obama had kept the murder rate at the 2014 level, 9,304 Americans would not have been murdered from 2015 to 2018.
