| Israeli firm helps NSA spy on Americans and Mexicans Posted: 14 Jul 2016 09:00 PM PDT Verint Systems has been contracted since 2006 for the mass interception of Mexican telecommunications,Wired magazine recently revealed, as part of US and Mexican interventions in the drug trade. Verint is the Israeli-American firm implicated in the National Security Agency's mass wiretapping of US citizens beginning in 2001. In February 2013 Verint bought out its former parent company Comverse, a firm "directly influenced by [Unit] 8200 technology," becoming independent from Comverse. Unit 8200 is Israel's version of the National Security Agency and is part of the intelligence apparatus that surveils Palestinian phone and Internet traffic. Retired Israeli general Hanan Gefen, Unit 8200's former commander, told Wired that "Comverse's main product, the Logger, is based on the Unit's technology." This Mexico Technical Surveillance System allows the Mexican government to "intercept, analyze and use intercepted information from all types of communications systems operating in Mexico." Part of the 2007 contract "gave the Mexican government access to most internet users in the country." Not only can the emails and phone calls of suspected narcotraficantes be monitored, so too can those of dissidents, resistance movements (over which Mexican security officials are coordinating with Israeli military and security officials) and marginalized populations. Federal law enforcement agencies — including components of the Homeland Security Department, the Bureau of Land Management and the Federal Bureau of Prisons — lose a multitude of guns, bullets and other munitions every year due to faulty inventory tracking systems and theft. The House Oversight and Government Reform Committee is investigating the severity of the problem and whether any progress has been made after the Justice Department Office of the Inspector General exposed these issues in multiple reports dating back to 2003. "Gentlemen, you're here because of your systems being deplorable. There's no other word to describe them," said Rep. Mark Meadows (R-N.C.). DoJ IG Michael Horowitz said that after the most recent audit, the Bureau of Prisons has implemented three of the 14 recommendations listed in the report, which is roughly the amount of progress he expected. | School Financial Aid Worker Admits to Stealing Student Financial Aid Refunds Posted: 14 Jul 2016 06:30 PM PDT  The guilty plea was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Kevin Perkins of the Federal Bureau of Investigation, Baltimore Field Office; and John L. Phillips, Assistant Inspector General for Investigations, U.S. Department of the Treasury - Office of Inspector General. According to her plea agreement, on June 8, 2015, Rose began work as a student financial services representative at a school in Baltimore that provided postsecondary education. From June 15 to 19, Rose secretly wrote down the names of students, their account passwords and other information in a notepad that she then took back to her home. From June 19 to 23, Rose used the stolen information and her computer to access the electronic accounts of at least 40 students, and alter the student bank account information so that each of the student's loan refund payments would be made to Rose's Green Dot Bank account. Refunds to 20 of the students were processed and $73,996 was fraudulently deposited to her Green Dot Bank account. Each time an adjustment is made to a student's financial information, account number, address or bank information, the school's computer system generates an email to the student providing notice of the change. Rose accessed the students' email accounts and deleted the account change notification emails from the students' inboxes. The school and its vendors discovered Rose's fraud. Green Dot returned the $73,996 in stolen student loan refund proceeds before Rose was able to withdraw the funds. This money was returned to the student victims. Rose was fired on June 27 and she moved to Tuscon to attend college. On September 20, 2015, Rose opened a new Green Dot account in the name of her roommate. That day, from her Tuscon residence, she used information she stole from the school where her employment had been terminated to access two students' accounts on the school network. Rose changed these two students' bank account information so that any student loan refunds would be paid to the Green Dot account that Rose created in her roommate's name. As a result, the students' loan refunds totaling $11,979.50 were paid to the Green Dot account in the roommate's name. These transactions were rejected by Green Dot and the money was returned to the victim students. Rose faces a maximum sentence of five years in prison. U.S. District Judge J. Frederick Motz scheduled her sentencing for September 20, 2016, at 11:00 a.m. Today's announcement is part of the efforts undertaken in connection with the President's Financial Fraud Enforcement Task Force. The task force was established to wage an aggressive, coordinated and proactive effort to investigate and prosecute financial crimes. With more than 20 federal agencies, 94 U.S. attorneys' offices, and state and local partners, it's the broadest coalition of law enforcement, investigatory and regulatory agencies ever assembled to combat fraud. Since its formation, the task force has made great strides in facilitating increased investigation and prosecution of financial crimes; enhancing coordination and cooperation among federal, state and local authorities; addressing discrimination in the lending and financial markets; and conducting outreach to the public, victims, financial institutions and other organizations. | Clinton Charity Spends Nearly 80 Percent on Administrative Costs Posted: 14 Jul 2016 05:00 PM PDT The Canadian affiliate of the Clinton Foundation is spending an astounding 78 percent of the money it raises on administrative costs, according to the Globe and Mail. The Clinton Giustra Enterprise Partnership (CGEP) spent nearly 8 dollars for every 10 that it raised on salaries, office supplies, expenses, salaries and consulting fees, according to filings with the Canada Revenue Agency. The charity only spent 22 percent on "charitable programs." The CGEP was set up by Canadian mining investor Frank Giustra, who is one of the largest contributors to the Clinton Foundation and a frequent traveling partner with Bill Clinton. Most of the funding has come from mining executives and companies. The CGEP was primarily set up so that Canadians contributing to the Clinton Foundation would receive a tax deduction in Canada. CGEP officials defended the amount of money spent on administrative costs. Germany's largest newspaper Suddeutsche Zeitung released new figures Sunday of the magnitude of the events across Germany. The newspaper claims police estimate 1,200 women were assaulted by as many as 2,000 men across Germany's major cities. The number of sexual assault cases in Cologne alone are 642 instead of the around 500 previously reported. An additional 400 cases were reported in Hamburg, which is more than twice the official figure. | Camp workers fired for rescuing bald eagle want new policies Posted: 14 Jul 2016 03:30 PM PDT  WASHINGTON — Two Boy Scout summer camp workers who were fired for rescuing a bald eagle say the camp needs a specific policy for how to deal with injured wildlife. "I want there to be an actual policy," said Eliana Bookbinder. Bookbinder, 20, and her twin brother, Jeremy Bookbinder, of Accokeek, Maryland, were fired after an incident on June 26 at Camp Marriott, on the Goshen Scout Reservation in Goshen, Virginia. They didn't think an injured young bald eagle found near the camp would survive the night to be collected by a game warden the next day. They were shocked, they said, when an Eagle Scout supervisor told them to leave the badly injured animal alone.  The Boy Scouts of America has a coed program for girls and women 14 to 20 years old. | Governor Larry Hogan Signs Compact to Fight Opioid Addiction Posted: 14 Jul 2016 02:15 PM PDT  NGA Compact Reinforces Maryland's Commitment to Fight Heroin Addiction ANNAPOLIS, MD – Governor Larry Hogan today joined 46 governors in signing the Compact to Fight Opioid Addiction, which was developed by and released today through the National Governors Association (NGA). "Far too many families and communities have experienced the devastation caused by heroin and opioid abuse," said Governor Hogan. "Our administration has been a leader in the fight against heroin and opioid abuse, and I am proud to partner with governors across our nation to build upon the progress that Maryland has already made in developing a coordinated, comprehensive approach to this crisis." A month after taking office, Governor Hogan established the Heroin and Opioid Emergency Task Force and a separate Inter-Agency Coordinating Council, both of which were created to address Maryland's growing heroin and opioid crisis. In December 2015, the Heroin and Opioid Task Force issued their final report, which contained 33 recommendations to address heroin and opioid abuse, including expanding access to treatment and boosting overdose prevention efforts. Funding has been included in the last two budgets to address heroin addiction and treatment, as well as additional measures that are part of the administration's criminal justice reform effort. The governor championed the Prescription Drug Monitoring Program, and provided state attorneys with new tools to pursue criminal organizations involved in drug trade. The NGA compact stems from a resolution governors passed in February, where they outlined the need for federal action to support states and collaboration from the private sector, particularly when it comes to reducing inappropriate opioid prescribing, a key driver of an epidemic that claims the lives of roughly 78 Americans every day. Governor Hogan will attend the National Governors Association annual summer meeting, which will begin tomorrow in Des Moines, Iowa. There will be no store closure, and current Giant employees will continue on as Acme employees. This is fantastic news for the employees, their families, and our local economy. Additionally, the Salisbury Acme will remain a union shop. Current employees' standing as union members will not be affected in any way. I'm unable to speak to what may or may not happen in other markets, except to say that it is my understanding that our store is the only location where this will happen. All of this means that, by and large, what Salisbury residents can expect to see is a sign change. Acme is a brand which has history in Salisbury, and I expect that residents will find the new store to be comparable to the Giant which it replaces. The bottom line is this: The store which has been known as Salisbury's premier supermarket will stay on – employees and all – with a new name. Maryland now has the 26th highest adult obesity rate in the nation, according to The State of Obesity: Better Policies for a Healthier America. Maryland's adult obesity rate is 29.6 percent, up from 19.6 percent in 2000 and from 10.8 percent in 1990. The HEAL – healthy eating and active living – Cities & Towns Campaign wants all Marylanders to live high quality, healthy lives, and the current rates of obesity and overweight threaten that goal. Overweight and obesity are among the leading risk factors for a number of chronic diseases, including diabetes, heart disease, and some types of cancer. HEAL policies set forth a framework to create a community where all people can make healthy choices to eat nutritious food and be physically active. "We recognized this as a unique opportunity to incorporate healthy eating and active living policies into our local projects and long-term planning process," Ocean City Recreation and Parks Director Susan Petito said. | Lewes Woman Arrested After Leaving Child in Car Posted: 14 Jul 2016 12:03 PM PDT Lewes, DE - Delaware State Police have arrested a 34-year-old Lewes woman after she left her 2-year-old child in a parked car. Troopers were called to the Dollar General located at 1549 Savannah Road, Friday July 8, 2016 around 4:45 p.m. to check the welfare of a small child alone in a parked car. Upon their arrival, two people that called 9-1-1 had already removed the 2-year-old boy from the unlocked car after he was observed belted in his car seat with the windows shut and the engine off. Once removed, EMS arrived and checked the boy for any injuries he was transported to Beebe Healthcare where he was treated for dehydration and released to a family member. The temperature that day reached a high of 94 degrees. Nicole J. Eames, 34 of Lewes, was located inside the store and it was determined through the investigation that she had been operating her vehicle under the influence of a prescription drug and may have left the young child in the car for more than an hour. She was transported back to Troop 7 where she was charged with Reckless Endangering 1st and Driving Under the Influence of a Drug. "For those consumers who submitted claims in 2014, a letter will be mailed with a check as part of the DRAM settlement. The check is real." The settlement money is restitution for consumers who paid more for computers and other electronic devices because of the price-fixing scheme. Checks were mailed to Maryland residents who submitted claims forms by August 1, 2014. A sample of the letter sent from the Office of Attorney General to consumers can be found here. The amount of each check is based on the number of computers purchased between 1999 and 2002. The DRAM manufacturers settling include the American companies Micron Technology, Inc. and NEC Electronics America, Inc. as well as foreign companies Infineon Technologies, Hynix Semiconductor, Elpida Memory, Inc., Samsung and Mosel-Vitelic Corp. The States' investigation revealed that from 1998 to 2002 these companies exchanged confidential information and agreed to quote inflated prices on DRAM to their customers, which included computer manufacturers such as Dell, IBM, and Hewlett-Packard. The computer manufacturers unknowingly passed on the inflated prices to consumers. This is the day I graduated from the Detroit police academy at 4:00pm, went home and took a couple hour nap, woke up at 9:30 that night and reported to my first tour of duty at the 12th Precinct for midnight shift. Look at that smile on my face. I couldn't have been more excited, more proud. Armed with my dad's badge that he wore for 25 years on my chest, one of my mom's sergeant stripe patches in my pocket, my lucky $2.00 bill tucked into my bulletproof vest, a gun I was barely old enough to purchase bullets for on my hip and enough naive courage for a small army, I headed out the door...my mom snapped this photo on my way. The next 17 years would bring plenty of shed blood, black eyes, torn ligaments, stab wounds, stitches, funerals, a head injury, permanent and irreparable nerve damage, 5 ruptured discs, some charming PTSD and depression issues and a whole lot of heartache. They brought missed Christmases with my family, my absence from friends' birthday get-togethers, pricey concert tickets that were forfeited at the last minute because of a late call and many sleepless nights. I've laid in wet grass on the freeway for three hours watching a team of burglars and orchestrating their apprehension, I've dodged gunfire while running down a dark alley in the middle of the night chasing a shooting suspect, I've argued with women who were too scared to leave their abusive husbands until they realized they had to or they would end up dead. I've peeled a dead, burned baby from the front of my uniform shirt, I've felt the pride of putting handcuffs on a serial rapist and I've cried on the chest of and kissed the cheek of my dead friend, coworker and academy classmate even though it was covered in his own dried blood and didn't even look like him from all the bullet holes. I know what a bullet sounds like when it's whizzing past your ear, a few inches away, I know what the sound of a Mother's shrilling scream is like when she finds out her son has been killed in the middle of the street and I know what it's like to have to tell a wife and mother of 3 that her husband was killed in a car accident while on his way home from work. Smells, pictures, sounds and sights are burned and engrained into our minds...things we can never forget, no matter how hard we try; things that haunt our sleep at night and our thoughts during the day; things that we volunteered to deal with so that you don't have to. Things I don't want my sister, little cousins or YOU to even have to KNOW about. I never once went to work thinking, "I'm gonna beat someone tonight."; "Hmmm...I think I'm gonna kill someone tonight." I DID, however, go to work every night, knowing that I was going to do the best I could to keep good people safe, even if that meant that I died doing so. We ALL need to start being more understanding and compassionate toward one another. Violence doesn't cure violence and hate doesn't cure hate. I've seen and experienced both sides of the spectrum since I left the PD and I get it. I truly do. But this all has to stop. Are cops perfect? No. Are there bad cops? Yes. But please...understand that the vast majority of police are good, loving, well intentioned family people. They have husbands and wives and children and parents and pets and cousins and mortgages and electric bills and lawns that need cutting, just like you. They have hearts and consciences. They aren't robots, they're not machines and they just want to help keep the wolves away from the sheep. I KNOW there's people who don't deserve to wear the badge but they're SO VERY few and far between. It breaks my heart to see all this hatred and anger flying around. The Domestic Violence Unit Program allows local sheriffs and police departments to create specialized units to serve ex parte and protective orders, and to update and maintain state and federal domestic violence databases. Ex parte orders are temporary protective orders, which can be put in place without requiring the presence of the respondent in court. The grant funds announced today are designed to reduce the time between the issuance of an ex parte or protective order and its entry into Maryland and national data systems. "As governor, the safety and security of Marylanders is my top priority," said Governor Hogan. "Protective orders are vitally important for victims of domestic violence. Serving these orders quickly and then immediately placing that information in our state and federal database are important steps in our goal to protect innocent victims of domestic violence." Daniel Mercado Mariano Jr., 40, of Tangier, was offloading his catch in Crisfield, Md. on July 5 when officers on patrol arrived to measure. All six bushels contained undersized crabs, which were seized and returned to Maryland state waters. This is not Mariano's first offense in Maryland. In 2012, he was found guilty in Somerset County District Court of possessing unmeasured oysters and was ordered to pay $550 in fines and court costs. He is scheduled to appear in the same court on Aug. 9. ### An Anne Arundel County man has been charged with 125 counts of wildlife violations following a year-long investigation into his hunting activities.  Charging documents say that last year a search of freezers, a shed and a cargo-style container at his former business found 134 sets of antlers with skull caps attached, untagged venison and turkey, several containers of deer tails and boundary signs belonging to the Department of Natural Resources. The current proprietor told police the out buildings still belonged to Warren. Warren told officers the antlers were his and the result of 50 years of hunting. He later amended his remarks to say some of the antlers were given to him by friends. State hunting records indicate that in the last 15 years, Warren checked in nine antlered deer, 25 antlerless deer and no turkeys or sika deer. | Berlin To Apply For Grant That Could Be Used To Buy Property For Potential Train Station Posted: 14 Jul 2016 06:45 AM PDT  On Monday, the town council gave Economic Development Director Ivy Wells permission to submit an application for a $130,000 Community Legacy grant. If received, the grant through the Maryland Department of Housing and Community Development would be used to buy property on West Street that could be used as a train platform. "If we do need it, it'd be advisable for us to own it forthright," Wells said. Officials in Worcester County have been working on bringing an excursion train to the area since early last year. They'd like to see a train that would run between Berlin and Snow Hill on the existing Maryland Delaware Railroad Company track. Though Berlin Falls Park has been suggested as an ideal site for a train depot, Wells said this week that the empty two-acre lot at the intersection of Washington and West streets would also be suitable. | WCSO Press Release 7-14-16 (Motor Vehicle Collision Posted: 14 Jul 2016 06:42 AM PDT  Date of Incident: 13 July 2016 Location: Pemberton Drive, Salisbury, MD Narrative: On 13 July 2016, at approximately 8:13 am, deputies from the Wicomico County Sheriff's Office responded to the intersection of Pemberton Drive and Royal Mile Boulevard for a motor vehicle crash involving a motorcycle and a pickup truck. During the investigation it was determined that Lewis Culbertson, 69 of Tyaskin, and his 14 year old grand-daughter were riding on a 2015 Suzuki Boulevard motorcycle traveling east on Pemberton Drive. As they approached the intersection of Royal Mile Blvd. a pickup being driven by William Mengason, 45 of Salisbury, turned into the path of the motorcycle. The motorcycle collided with the pickup causing it to go down under the truck and pinning Culbertson under the motorcycle. Although both Culbertson and his grand-daughter were wearing helmets, they both suffered significant injuries and they were both air-lifted from the Peninsula Regional Medical Center. Culbertson was flown to Christiana Medical Center, where he is listed in stable, but critical condition, and his grand-daughter was flown to Nemours A.I. DuPont Hospital for Children, were she is listed in stable condition. The WCSO, Collision Reconstruction Unit is continuing the investigation into this incident and at this time no charges have been filed. A woman told them a man, dressed in women's clothing, had entered a fitting room in the women's clothing section of the store. Deputies say the suspect was seen taking photos of a woman in a stall next to him while she was changing. | Dirt bikes stolen across Maryland Posted: 14 Jul 2016 04:45 AM PDT  Dirt bikes worth thousands of dollars are being stolen across Maryland, some turning up on Baltimore City streets. The popularity of dirt bikes is also fueling theft. Bike owners worry thieves are becoming bolder and more aggressive. Motocross champion John Kernan, of Montgomery County, had two of his dirtbikes, which were worth $25,000, stolen from his home. "It was well executed," Kernan said. Devastated, he almost quit the sport he enjoys. Protecting her family's safety, a Frederick County woman, who asked to remain anonymous, said thieves broke into a locked barn and took four dirt bikes. "There's definitely some organization to the crime," she said. "It has definitely made us more fearful. It has also been scary." Chaining and locking down the bikes doesn't stop the crime. "I did everything you're supposed to do and then some. The garage was locked, the bikes were locked together, the bikes have locks so you can't roll them, and they're still gone," Kernan said. Not even Baltimore is immune as thieves have targeted a city impound lot several times and successfully stole some bikes. The latest incident on May 24 was captured by security cameras. Ten people broke in to a dirt bike pen. Six of them were arrested. "This guy here, he grabs this bike and drives it out of the yard," Baltimore City Department of Transportation Towing Division Chief Charles Baker said, referring to surveillance video. Three other bikes were also taken from a lot where police store bikes that were confiscated for illegal riding. Baker said an unarmed security guard tried to stop the thefts.
