The identity of the owner of the military-style trucks painted with the United Nations' initials seen being transported through Virginia this week was narrowed on Wednesday. A little.

They most probably are owned by Afghanistan. Or Albania, Algeria, Andorra or Angola … or any of the rest of the 193 member states of the international organization. All the way through Zambia and Zimbabwe.

"These are not our vehicles. … We don't have vehicles," U.N. spokeswoman Ismini Palla told WND.

But she said it's possible that a member state placed an order with an American manufacturer, and they simply were being transported to their new owner.

Benghazi report: It's clear Clinton put her own ambitions above fidelity to the law

The 800-plus-page report of the House Select Committee on Benghazi was released earlier this week. It slams former Secretary of State Hillary Clinton for her willful indifference to her obligation to repel military-style attacks on American interests and personnel at the U.S. Consulate and a nearby CIA annex in Benghazi, Libya. She particularly failed to save the lives of U.S. Ambassador Christopher Stevens and three of his colleagues, all under her care and control while she was secretary of state.

The report also slams Clinton for her repeated lies about the cause of the attacks. After she told her daughter in an email that the Benghazi consulate had been attacked by an organized terrorist group using heavy military hardware, she told her colleagues at the State Department that the attacks were a spontaneous overreaction by locals to an American-made internet video about the Prophet Muhammad.

After telling that lie, she sent another email, this one to the Egyptian foreign minister, repeating what she had truthfully told her daughter.

ARKANSAS: A 16-year old black boy is being charged as an adult in a battery case after prosecutors became aware of a YouTube video showing him striking a 12-year old white boy with brass knuckles.

Kane Millsaps, 16, pleaded not guilty June 3 to first-degree battery, a felony, and possessing an instrument of crime, a misdemeanor. Police say Millsaps hit a 12-year-old boy while wearing brass knuckles.

The attack occurred May 31 at a walking trail in Conway, according to a probable cause affidavit. Millsaps hit the victim for "running his mouth saying he was an MMA [Mixed Martial Arts] Fighter and he could beat him up," the affidavit reads. The victim told authorities he did not know Millsaps.

Official found dead just before trial of man suspected of funneling cash under Clinton admin

A former United Nations official, John Ashe, has been found dead in his New York home, and some are speculating whether it's a case of "Hillary Clinton silencing people who 'know too much.'"

That question was pointedly raised by Kosar at the Political Insider on word of the death of Ashe, who was found at his Dobbs Ferry, New York, home last week.

The cause of death was reported as a heart attack, but the New York Post reported the local Dobbs Ferry police said "his throat had been crushed, presumably by a barbell he dropped while pumping iron."

"The death by barbell of disgraced U.N. official John Ashe could become a bigger obsession for conspiracy theorists than Vince Foster's 1993 suicide," the report by Richard Johnson said.

It's because Ashe was scheduled to testify in just days with Chinese businessman and co-defendant Ng Lap Seng, who was accused of smuggling $4.5 million into the U.S. and lying that it was to buy casino chips and more.

Practice Safe Boating this Holiday Weekend

The goal this July 4th weekend for the Maryland Natural Resources Police is simple: fewer boating accidents.

The game plan is direct: officers will be going all-out on the state's waterways, from Deep Creek Lake to the Atlantic Ocean.

"Our officers will be working extended patrols, often in conjunction with the Coast Guard, to target reckless and negligent boaters and those whose judgment is impaired by alcohol or drugs," said Natural Resources Police Superintendent Colonel Robert K. "Ken" Ziegler Jr. "Our top priority is to ensure that Maryland families and our visitors have a safe and happy holiday."

Historically, July and August account for about half of the state's annual total of boating accidents. For all of last year, Maryland recorded 146 boating accidents that killed 21 people—a 20-year high–and injured 125. Eighteen of the 21 victims were not wearing a life jacket. This year, none of the five victims was wearing a life jacket.


Last weekend, as a dress rehearsal for July 4, officers took part in Operation Dry Water, a nationwide campaign to curb alcohol- and drug-impaired boating. Eleven boaters were arrested for operating under the influence. Officers issued 192 tickets for other violations and conducted 1,507 safety checks. Still, Maryland recorded 10 boating accidents and two Jet Ski mishaps.

The department urges boat operators to take several simple steps to ensure the safety of passengers and those in other vessels, especially while watching fireworks displays from a boat:

  • Wear a life jacket. Make sure everyone on board is wearing a traditional life jacket that fits properly, or an inflatable life vest. Navigating at night can be just as dangerous as boating in inclement weather.
  • Designate a sober skipper to stay at the helm all evening and be responsible for returning the boat and its passengers safely to shore.
  • Don't overcrowd the boat with passengers. Heed the boat's capacity plate on the transom or by the helm, or look up the passenger capacity in the vessel's manual.
  • Chart a safe course. Independence Day is sometimes the first and only time people venture out on the water after dark. Visual navigation markers that boaters rely on during the day may not be visible at night. Chart your route to a fireworks display in advance and use a GPS unit to help you find your way.
  • Follow directions issued by national, state and local police as to where you may safely anchor to view the fireworks, away from sparks and ash.
  • Don't be in a rush to get home after the fireworks display is over. Let some of the boat traffic clear out before you raise anchor.

Rasmussen Poll: Trump 43%, Clinton 39%

The latest Rasmussen Reports 2016 presidential poll:

The tables have turned in this week's White House Watch. After trailing Hillary Clinton by five points for the prior two weeks, Donald Trump has now taken a four-point lead.

The latest Rasmussen Reports national telephone and online survey of Likely U.S. Voters finds Trump with 43% of the vote, while Clinton earns 39%. Twelve percent (12%) still like another candidate, and five percent (5%) are undecided. (To see survey question wording, click here.)

Last week at this time, it was Clinton 44%, Trump 39%. This is Trump's highest level of support in Rasmussen Reports' matchups with Clinton since last October. His support has been hovering around the 40% mark since April, but it remains to be seen whether he's just having a good week or this actually represents a real move forward among voters.

Trump now earns 75% support among his fellow Republicans and picks up 14% of the Democratic vote. Seventy-six percent (76%) of Democrats like Clinton, as do 10% of GOP voters. Both candidates face a sizable number of potential defections because of unhappiness with them in their own parties.

Remarks will be made by Maj. Gen. Anthony Sarbanes, Retired, and Mardela High School students will be playing the National Anthem. Refreshments will be served, and the Adkins folks will be selling all sorts of great food afterward.

For those folks who ordered banners and who have not yet received the small banners, they will be distributed at this Dedication Program.

Some chairs will be reserved for sponsoring families and friends, but feel to free to bring lawn chairs as well.

If you could let us know if you will be coming and will need reserved chairs we will save 2 seats for you -- but since we have a limited number, we cannot reserve more than two.

Donald Trump Slams Chamber of Commerce 'Sinister' Trade Agenda

Following the U.S. Chamber of Commerce's attacks against the presumptive Republican nominee, Donald Trump fired back—blasting the Chamber's opposition to his trade agenda as "sinister."

Trump declared that the Chamber of Commerce is "controlled" by special interests that push for trade deals that will devastate American workers. He also told his audience that the special interests who run the Chamber of Commerce "don't care about you whatsoever."

The Chamber of Commerce's opposition to Donald Trump's agenda is significant. Trump noted during his campaign rally, the Chamber of Commerce generally supports the Republican Party. However, this year the Chamber seems to have more policies in common with Hillary Clinton on two of the most significant issues of the election—trade and immigration—than it does with presumptive Republican nominee.

Secretary of Defense Ash Carter today announced that transgender individuals will now be able to openly serve in the U.S. armed forces.

The DoD policy announced today also establishes a construct by which service members may transition gender while serving, sets standards for medical care and outlines responsibilities for military services and commanders to develop and implement guidance, training and specific policies in the near and long-term.

"This is the right thing to do for our people and for the force," Carter said. "We're talking about talented Americans who are serving with distinction or who want the opportunity to serve. We can't allow barriers unrelated to a person's qualifications prevent us from recruiting and retaining those who can best accomplish the mission."

The policy will be phased in during a one-year period. Effective immediately, service members may no longer be involuntarily separated, discharged or denied reenlistment solely on the basis of gender identity. Service members currently on duty will be able to serve openly.

Not later than October 1, 2016, DoD will create and distribute a commanders' training handbook, medical protocol and guidance for changing a service member's gender in the Defense Eligibility Enrollment System (DEERS). At this point, the services will be required to provide medically necessary care and treatment to transgender service members according to the medical protocol and guidance, and may begin changing gender markers in DEERS. Prior to October 1, 2016, requests for medical treatment will be handled on a case-by-case basis consistent with the spirit of the Directive Type Memorandum and the DoD Instruction issued today.


Over the course of the next year, the Department will finalize force training plans and implementation guidance, revise regulations and forms, and train the force, including commanders, human resources specialists, recruiters and service members. Acting Under Secretary of Defense for Personnel and Readiness Peter Levine will work with the military services to monitor and oversee this effort.

At one year, the services will begin allowing transgender individuals to join the armed forces, assuming they meet accession standards. In addition, an otherwise-qualified individual's gender identity will not be considered a bar to admission to a military service academy, or participation in the Reserve Officers' Training Corps or any other accession program if the individual meets the new criteria.

The full policy must be completely implemented no later than July 1, 2017.

To support service members, medical professionals and commanders during the implementation period, the DoD has set up a central coordination cell which will serve as a central point of contact for technical questions and concerns. The coordination cell is made up of legal experts, policy experts and medical professionals familiar with the issue.

Hillary Clinton's emails in Vladimir Putin's hands?

U.S. intelligence agencies are said to be closely watching Russian online blogs and other postings for any signs that Moscow hackers have covertly obtained the bulk of Hillary Clinton's email messages stolen from her private email server and are preparing to make them public.

A U.S. intelligence official told Inside the Ring that the indications of the email release are being closely watched, although the veracity of at least two postings on the matter could not be confirmed as authoritative.

A State Department official has said Russia is one of at least three foreign governments likely to have obtained the full content of the former secretary of state's server through covert hacking operations. The other two are Chinaand Israel.

I'm listening to the radio and Wicomico Central just alerted Stations 1, 16 and 6 Parsonsburg for smoke in a residences. When Engine 16-1 responded Central told them that it was a pot on the stove and the "fire is out."

Since when did they start alerting 3 stations for "smoke in the residence" as if it was a real structure fire? WTH is going on in this county????

Governor Larry Hogan Announces Acting Secretary at the Department of General Services

ANNAPOLIS, MD – Governor Larry Hogan today announced Nelson Reichart, deputy secretary of the Department of General Services (DGS), will serve as acting secretary of the department. Secretary Gail Bassette has resigned from her position effective immediately and will be taking a position as a senior executive in the private sector.

Reichart will serve as acting secretary while the search for a permanent secretary is conducted.

"I thank Gail Bassette for her 18 months of service and wish her the best in future endeavors. The Department of General Services is well-positioned to continue serving the people of Maryland at the highest levels," said Governor Hogan. "As part of the current department leadership team, Nelson Reichart has the right experience to fulfill the role of acting secretary."

Prior to serving as deputy secretary, Reichart worked in the private sector as a government and institutional real estate consultant. He served as assistant secretary in the Office of Real Estate within DGS between 2003 and 2007 and as manager of real estate for the Maryland Transit Administration for nearly 21 years.

The British people decided that they had enough of the chains clamped on them by the bureaucratic nightmare known as the European Union. A lot of issues factored into their decision to check out of the Hotel EU: nonexistent borders, unchecked immigration, sclerotic regulations, oppressive rule from a distant capital.

But the upheaval is about something much bigger, more unifying and transcendent than a particular set of issues.

It's about freedom.

Maryland lawmakers hope Hogan OKs $80M in fenced off funds

ANNAPOLIS, Md. (AP) — Democrats who control Maryland's legislature are hoping Republican Gov. Larry Hogan approves spending $80 million that lawmakers have fenced off for education, health care, public safety and agriculture, but a Hogan spokesman says the governor hasn't decided yet due to economic uncertainties.

The money could be released at the start of the new fiscal year Friday, though Matt Clark, the governor's spokesman, said the decision won't be made this week.

"We're not making that decision on July 1," Clark said. "That decision has not been made, but we are very uncomfortable with this approach and don't feel good about raiding the piggy bank in this way."

Del. Maggie McIntosh, a Baltimore Democrat who chairs the House Appropriations Committee, said lawmakers steered the money into areas they believed Hogan would be inclined to support.

Hillary Clinton private email server set up before becoming secretary

Former Secretary of State Hillary Clinton began planning use of her secret email address even before she took office in January 2009, top aide Huma Abedin said in sworn testimony this week, raising questions about why no emails from her first few months in office were part of the set she returned to the government.

Ms. Abedin said "technical difficulties" forced Mrs. Clinton to give up the AT&T account she used as a senator, but said her boss' choice to use her own personal BlackBerry connected to a server she kept at her home in New York was based on convenience, not an effort to thwart open records laws.

Ms. Abedin, who was a deputy chief of staff for Mrs. Clinton at the State Department, testified for several hours, detailing her own use of an account on Mrs. Clinton's secret server and her subsequent efforts to get right with laws requiring all official business to be stored in department records.

SENATORS CALL ON ADMINISTRATION TO HOLD COLLEGES AND UNIVERSITIES ACCOUNTABLE FOR UNDERREPORTING SEXUAL VIOLENCE ON CAMPUS

New campus safety data suggests substantial underreporting of sexual violence by schools: out of 11,600 measured in 2014, 91% reported having no incidents


WASHINGTON – U.S. Senator Barbara A. Mikulski (D-Md.) together with Senator Patty Murray (D-Wash.), the top Democrat on the Senate Health, Education, Labor, and Pensions (HELP) Committee, along with 29 Senators, today sent a letter to the Departments of Education and Justice urging the agencies to ensure colleges and universities receiving federal funds adhere to new measures intended to help prevent sexual violence on campus and increase accountability for students' safety. These regulations, which went into effect July 1st, 2015, were included in the Violence Against Woman Reauthorization Act of 2013 (VAWA) as amendments to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act(Clery Act), a key campus safety law. VAWA also required that schools focus on prevention of these crimes, instituting education and training programs for faculty and students, and provide students with clear information about their rights under the law.

A review of federal campus safety data from more than 11,600 colleges and universities shows that 91 percent of the schools reported no incidents of campus sexual violence in 2014. The reporting directly conflicts with data on sexual violence from the Department of Justice and Centers for Disease Control and Prevention (CDC), which shows one in five women are sexually assaulted on college campuses, strongly suggesting these institutions are not creating an environment where students feel comfortable reporting and vastly underreporting these crimes.

The Senators are requesting that the Departments evaluate how colleges and universities are falling short in complying with the VAWA reforms to the Clery Act, reinforce their obligation to students under the law, and clarify what steps these institutions can take to prevent gender-based violence on campus.


"July 1st, 2016 marks one year since these reforms went into effect, and while the Administration has taken strong steps to implement these regulations, we are frankly concerned that schools are not doing enough," wrote the Senators. "Failure to fully adhere to these reforms puts women, and all students, nationwide at risk—and the Departments of Education and Justice have a critical role to play in ensuring the protections laid out in VAWA are fully put into practice…To that end, we request that you evaluate how schools are complying with these reforms and clarify what steps can be taken by schools to prevent gender-based violence on their campuses."

Dear Secretary King and Attorney General Lynch:
Gender-based violence including sexual assault on our college and university campuses is a serious and growing public health epidemic, and threatens the ability of students across the nation to learn in a safe environment. According to the Department of Justice (DOJ), one in five female undergraduates have been sexually assaulted while in college. Several other surveys support this finding, including a report from the Centers for Disease Control and Prevention (CDC), which found that 20 percent of women are sexually assaulted in their lifetime. On college campuses, sexual violence disproportionately affects women and impedes their ability to participate fully in campus life. Educational equity for women and all students requires fair, responsive, fully developed campus sexual assault policies, knowledgeable administrators, with the shared goal of ending sexual violence on campuses.
The Violence Against Women Reauthorization Act of 2013 (VAWA) amended the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) in response to growing concerns about sexual violence on college campuses. These changes require eligible institutions of higher education to take proactive, robust, and preventive measures to make campuses safer and hold schools accountable. July 1st, 2016 marks one year since these regulations went into effect, and while the Administration has taken strong steps to implement these regulations, we are frankly concerned that schools are not doing enough. Failure to fully adhere to these reforms puts women, and all students, nationwide at risk—and the Departments of Education and Justice have a critical role to play in ensuring the protections laid out in VAWA are fully put into practice. 
The VAWA reforms, in part, required colleges and universities to include the number of incidents of sexual assault, domestic violence, dating violence, and stalking as part of the required reporting of crime statistics to the Department of Education (ED). Unfortunately, this new data showed that in 2014, while nearly 11,600 schools reported, only nearly nine percent reported any occurrences of sexual assault, dating violence, domestic violence, or stalking and nearly 91 percent reported having no incidents of sexual assault. Further, 91 percent of schools reported no incidents of domestic violence or dating violence. These directly conflict with the DOJ and CDC data on sexual assault, and strongly suggest that schools are either not taking the reporting obligation seriously or are not creating an environment where students feel comfortable coming forward to report, and are vastly underreporting these crimes. This discrepancy demonstrates the need for the Department of Education to reinforce schools' obligation and to examine where schools are falling short in creating trusted systems for reporting and documenting and reporting data on gender-based violence, in order to provide targeted technical assistance and support.
Furthermore, recognizing the need to improve schools' proactive work to prevent these crimes in the first place, the VAWA reforms also focused on increasing student awareness and requiring schools to focus on prevention of gender-based violence. Under the reforms, schools were required to:
  • Detail policies to prevent domestic violence, dating violence, sexual assault, and stalking;
  • Institute procedures that the institution will follow once an incident has been reported;
  • Delineate procedures for survivors to follow when a crime occurs;
  • Provide written notification about existing services and accommodations for survivors;
  • Train officials who investigate a complaint or conduct an administrative proceeding regarding any of these crimes in a manner that protects the safety of survivors and promotes accountability; and
  • Implement primary prevention education programs to promote awareness of crimes, provide ongoing awareness and prevention training for students and faculty. This includes making students aware of the definition of consent in the jurisdiction, safe and positive options for bystander intervention to prevent harm, and information on risk reduction to recognize to warning signs of abusive behavior.

Requiring schools to develop and implement prevention strategies is one of the most successful ways to reduce sexual violence in the campus community. Yet, primary prevention is only one piece of the puzzle when it comes to reducing rates of gender-based violence. Prevention complements work on risk reduction, accountability through our criminal justice process, and victim services.
As we mark the one-year anniversary of these reforms, we are concerned that a significant number of schools may be out of compliance. To that end, we request that you evaluate how schools are complying with these reforms and clarify what steps can be taken by schools to prevent gender-based violence on their campuses. Specifically, we ask that you:
  • Clarify university obligations under the Clery Act through guidance articulating a clear and final timeline for compliance that addresses schools needing assistance with compliance;
  • Work with schools to provide model training for faculty and staff to ensure that school officials are informed and prepared to respond to violence;
  • Issue a best practices guide that includes model policies for improving campus safety and preventing and responding to these crimes based on evidence-based measures for school action as required under the statute; and
  • Provide oversight review to ensure institutional compliance with reporting obligations under the Clery Act.

Gold Alert Issued for Missing Delmar Woman

Delmar, DE- The Delaware State Police are issuing a Gold Alert for Betty D. Turner, 49, of Delmar, DE.

Troopers are looking for Betty D. Turner who hasn't been seen or heard from since approximately 10:30 a.m. today, Friday, July 01, 2016, after calling her place of employment. There is a concern for Betty's welfare as troopers have been unable to locate her and attempts to contact her have been unsuccessful.

Betty Turner is described as being 5'03" tall, weighs approximately 145 lbs., and has brown hair and brown eyes. She may be operating a white 1999 Nissan Altima which has a broken rear window covered by a plastic bag, and bears DE registration 965905. There is no clothing description available for Turner.

If anyone has any information in reference to the whereabouts of Betty D. Turner they are asked to call Troop 5 at 302-337-1090. Tesla driver killed in crash while using car’s ‘Autopilot’

WASHINGTON (AP) — The U.S. announced Thursday the first fatality in a wreck involving a car in self-driving mode, the 40-year-old owner of a technology company who nicknamed his vehicle "Tessy" and had praised its sophisticated "Autopilot" system just one month earlier for preventing a collision on an interstate. The government said it is investigating the design and performance of the system aboard the Tesla Model S sedan.

Joshua D. Brown, of Canton, Ohio, died in the accident May 7 in Williston, Florida, when his car's cameras failed to distinguish the white side of a turning tractor-trailer from a brightly lit sky and didn't automatically activate its brakes, according to government records obtained Thursday.

Frank Baressi, 62, the driver of the truck and owner of Okemah Express LLC, said the Tesla driver was "playing Harry Potter on the TV screen" at the time of the crash and driving so quickly that "he went so fast through my trailer I didn't see him."

"It was still playing when he died and snapped a telephone pole a quarter mile down the road," Baressi told The Associated Press in an interview from his home in Palm Harbor, Florida. He acknowledged he couldn't see the movie, only heard it.

I'm figuring that is what investors were saying on Wednesday after financial markets around the world regained more than half of the losses caused by Britain's shocking decision to leave the European Union.

And if you include the hokey rally the day before the British voted to Brexit — as Britain's abandonment of the EU is being called — stocks barely budged.

I say the decision was "shocking" only because the powers that be were pretty sure voters wouldn't dare escape the EU.

The PTB were wrong.

Fills Vacancies on the Circuit Courts for Caroline County, Wicomico County

ANNAPOLIS, MD –
Governor Larry Hogan today announced the appointments of Caroline County State's Attorney Jonathan Newell to the Circuit Court for Caroline County, and Wicomico County State's Attorney Matthew Maciarello to the Circuit Court for Wicomico County. The governor made the appointments after reviewing nominees from the respective counties' judicial nominating commissions.

"After conducting a thorough vetting process, I am confident that Newell and Maciarello are the most qualified candidates to fill these vacancies," said Governor Hogan. "Throughout their legal careers they have exhibited integrity, intelligence, and a strong commitment to justice, and I am honored to appoint them to the Circuit Court."

Jonathan G. Newell is currently serving as the State's Attorney for Caroline County, and will fill a vacancy on the Circuit Court for Caroline County. He has served as State's Attorney since 2003, where he has personally handled more than a dozen murder cases, and has overseen hundreds of drug felonies, sexual offenses, child abuse, robbery, and vehicular manslaughter cases. Newell served as a Deputy State's Attorney for Kent County, an Assistant Public Defender for Caroline County, and a judicial clerk in Caroline County's Circuit Court. Newell graduated from the Washington and Lee University School of Law.

Matthew A. Maciarello is currently serving as the State's Attorney for Wicomico County, and will fill a vacancy on the Circuit Court for Wicomico County. He has served as state's attorney since 2011. Maciarello's previous experience includes working as a principal at the law firm of Heane & Pailey, P.A. and clerking for two Worcester County Circuit Court judges. Maciarello graduated from the University of Maryland School of Law.

These appointments will take effect immediately.

About 1.6M drop-outs from health law coverage this year

WASHINGTON (AP) — About 1.6 million people who signed up for coverage this year under President Barack Obama's health care law dropped out by the end of March, according to administration figures released late Thursday.

The report from the Health and Human Services department said some 11.1 million people were still signed up. But that's a drop of nearly 13 percent from the 12.7 million who initially enrolled for subsidized private coverage this year. Those dropouts failed to seal the deal by paying their premiums.

The pattern of attrition is not new, and has been seen each year since customers began receiving health law coverage in 2014. However, this year the administration had been trying to do a better job of weeding out problem applications while sign-up season was still underway.

"The drop off is maybe a tad higher than expected, given that they dropped people as they went along," said Larry Levitt, an expert on the health care law with the nonpartisan Kaiser Family Foundation. "But it's in the range of reasonable results."

"I am really curious how women are doing that because I know of some rape victims who are actually planning to vote for Hillary, and I don't know how. I'm astonished. I don't know if it's Stockholm Syndrome or what. These people should be the most vocal in opposing Hillary, who has attacked every woman who has stood in her way since she attacked Marla Crider back in 1974."

Kyle was a childhood friend of "Billy" Clinton and later the lover of the former president of the United States. She witnessed how Bill and Hillary Clinton teamed up to destroy any women who stood in the way of the couple's ambitions for power, a story she tells in "Hillary The Other Woman."

Suspect: Dalonte Marquez Waters, 21, Salisbury, MD
Narrative: On 30 June 2016 at 2:06 PM a deputy responded to a residence in the 600 block of S. Westover Drive for a reported altercation. Upon arrival, the deputy learned that Waters had engaged in an argument with a female subject that turned physical. It was alleged that Waters assaulted this subject and that was supported by signs of injury that were observed by the deputy.
The deputy also learned that Waters had entered the residence uninvited prior to committing the assault.. The deputy placed Waters under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Waters in the Detention Center in lieu of $20,000.00 bond.
Charges: Assault 2nd Degree and Burglary 3rd Degree.


Dereik Michael Stephens
Incident: False Identity on a Traffic Stop
Date of Incident: 28 June 2016
Location: 1100 block of Shawnee Avenue, Salisbury, MD
Suspect: Dereik Michael Stephens, 21, Salisbury, MD
Narrative: On 28 June 2016 at 7:11 PM a deputy stopped a vehicle operated by Dereik Stephens after observing that Stephens was not wearing a seat belt. Upon making contact with Stephens, he provided a different identity to the deputy. During the stop, the deputy would discover the duplicity and learn Stephen's true identity.
The deputy placed Stephens under arrest for providing a false name on a traffic stop. At one point during the arrest process Stephens tried to push himself away from the deputy.
The deputy discovered that Stephens' driver's license was suspended once he ran a query on the correct name.
The deputy transported Stephens to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Stephens in the Detention Center in lieu of $5,000.00 bond.
Charges: False Identity to Avoid Prosecution, Hinder and Obstruct, Resisting Arrest and Driving While Suspended.

Suspect: Elizabeth Jane Ruark, 51, Salisbury, MD
Narrative: On 29 June 2016 at 3:42 PM a deputy stopped a vehicle operated by Elizabeth Ruark for a registration violation. After stopping Ruark the deputy attempted to ascertain information from Ruark about the current status of her vehicle's registration, but instead she began to get upset and began throwing things around inside her vehicle. During the stop, the deputy requested that Ruark exit her vehicle but she refused to follow the deputy's request, actually replying at one point with "EXPLETIVE you." The deputy attempted to assist Ruark with the exit, but Ruark resisted that assistance, holding on to the inside of her vehicle.
The deputy did manage to get Ruark from the vehicle at which point she was placed under arrest and transported to the Sheriff's Office. During the arrest process, Ruark continued to be both uncooperative and verbally abusive to the deputy. These actions included hitting and kicking the inside of the deputy's patrol vehicle while being taken back to the Sheriff's Office.
Ruark was processed at the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Ruark was detained in the Detention Center until being released on Personal Recognizance the following day.

On February 4, 2016, President Obama signed the Trans Pacific Partnership Agreement on behalf of the United States. The TPP agreement has been in negotiation behind closed doors since 2010 between the United States and 11 other countries around the Pacific Rim: Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam. The TPP is a "docking agreement" so other countries could be added without the approval of Congress. India, China, and Korea have expressed interest in joining the TPP.

Our elected representatives in Congress had no involvement in writing the TPP – it was written by the staff of the U. S. Trade Representative office, with over 600 corporate advisers (think corporate lawyers) helping them write it. It contains more than 5,500 pages, and no member of Congress could view it as it was being negotiated until late 2014. Even then, they could not take any staff with them and were not allowed to take pen, pencil, paper, or a camera when they went to view it at the U. S. T. R.'s office.

DC, Baltimore homicide surge among worst in nation in 2015

WASHINGTON — The District saw a spike in homicides last year. But halfway through 2016, the number of homicides has plateaued.

The nation saw what a National Institute of Justice report calls a "real and nearly unprecedented" spike in homicides last year with both Baltimore and Washington leading the way.

Both cities saw homicides climb more than 50 percent in 2015. Baltimore had the largest spike in violent deaths in the nation and D.C. had the fifth largest increase.

But this year, that rapid rise in homicides has leveled off.

D.C. has reported 63 homicides so far this year, five fewer than had been reported at this time last year. That's a 7 percent decline compared to last year, but the rate is still higher than the 58 people who had been violently killed by midyear 2014 and the 38 by July 2013.

I would like to thank all of the community that came together during this major incident at Chesapeake Boat and Lumber Yard. 100 fire and ems personnel and 50 pieces of apparatus from 18 companies in Somerset, Worcester, Wicomico, and Accomack Counties were on the scene of this massive blaze. 

We want to extend our deepest gratitude to all of these personnel, along with the law enforcement agencies, State Highway Administration, The Red Cross, and all of those businesses and individuals in our community and communities as far out as Dorchester County for bringing & serving foods, drinks and ice.

Judicial Watch Demands DOJ Inspector General Probe Into "Scandalous" Lynch-Clinton Meeting

The political scandal of the day was the news that on Monday evening (coincidentally just before the Benghazi report was released), Bill Clinton and US Attorney General Loretta Lynch just happened to meet on the tarmac at a Phoenix airport - totally unplanned of course. Clinton saw the attorney general and wanted to say hello, so Clinton boarded Lynch's plane to talk for a bit. Sure, just a quick chat about the weather, his putting stroke, anything except oh, say, an update on what was about to be released on Benghazi, and especially not an update on the ongoing FBI investigation into Hillary.

"Our conversation was a great deal about his grandchildren. It was primarily social and about our travels. He mentioned the golf he played in Phoenix, and he mentioned travels he'd had in West Virginia. There was no discussion of any matter pending for the department or any matter pending for any other body. There was no discussion of Benghazi, no discussion of the State Department emails, by way of example" Lynch told reporters.

State Department Won’t Release Clinton Foundation Emails for 27 Months

Concealed carrier takes down shooter at South Carolina nightclub

A South Carolina man is facing multiple attempted murder charges after he opened fire on a crowd gathering outside a nightclub early Sunday, police said.

Deputies with Spartanburg County said 32-year-old Jody Ray Thompson pulled out an illegally carried firearm during an argument with another man and fired several rounds toward a crowd outside Playoffz nightclub in Lyman, a local NBC News affiliate reported.

"His rounds struck 3 victims, and almost struck a fourth victim, who in self-defense, pulled his own weapon and fired, striking Thompson in the leg," Lt. Kevin Bobo said.

Epic Video Shows Attack Helicopters Delete An ISIS Convoy Fleeing Fallujah

A huge convoy of Islamic State fighters found themselves on the business end of an assault from Iraqi helicopters as they attempted to flee Fallujah.

The video allegedly shows the assault from the perspective of an attack helicopter gun camera. It shows a convoy of what are said to be dozens of ISIS vehicles fleeing the Iraqi city of Fallujah as Iraqi Security Forces (ISF) closed in.

As the vehicles drove down the long, narrow road, they made themselves easy pickings for the attack helicopters, which peppered them with rocket, missile and cannon fire. The latter portion of the video shows ISF soldiers examining the mangled remains of the convoy after the attack.

Whitewashing Hillary

The 800-plus-page report of the House Select Committee on Benghazi was released earlier this week. It slams former Secretary of State Hillary Clinton for her willful indifference to her obligation to repel military-style attacks on American interests and personnel at the U.S. Consulate and a nearby CIA annex in Benghazi, Libya. She particularly failed to save the lives of U.S. Ambassador Christopher Stevens and three of his colleagues, all under her care and control while she was secretary of state.

The report also slams Clinton for her repeated lies about the cause of the attacks. After she told her daughter in an email that the Benghazi consulate had been attacked by an organized terrorist group using heavy military hardware, she told her colleagues at the State Department that the attacks were a spontaneous overreaction by locals to an American-made internet video about the Prophet Muhammad.

After telling that lie, she sent another email, this one to the Egyptian foreign minister, repeating what she had truthfully told her daughter.

Migrants Bring Multi-Drug Resistant TB to Wisconsin

Two refugees and a foreign student on a visa brought multi-drug resistant (MDR) tuberculosis (TB) to Milwaukee, Wisconsin in 2009 and 2011, according to a 2014 article in an epidemiology publication written with the cooperation of the doctors who treated them.

The introduction of MDR TB to the United States represents a serious public health threat, since its successful treatment is uncertain and very expensive. Active TB can usually be treated successfully in six to nine months at a cost of $17,000 per patient, according to the Centers for Disease Control (CDC), but MDR TB treatment costs more than $150,000 per patient and can take between 20 and 26 months.

The six to nine month treatment regimen for active TB, which has been standard practice in the United States for some 50 years, involves a combination of four drugs: rifampin, isoniazid, pyrazinamide, and ethambutol.

Over the past several decades, new strains of TB have developed around the world which are resistant to at least two of these four drugs, hence the term MDR TB. Treatment for MDR TB begins only after the patient is observed to be resistant to the standard four drug protocol. Subsequent to diagnosis, a number of expensive "second level" drugs are added to the patient's treatment regimen.

Twenty cases of MDR TB, all foreign-born, were diagnosed in Wisconsin over the eight year period between 2005 and 2012, according to the Wisconsin Department of Health Services.

Twelve of these cases were from the Hmong people in Laos (though Case 2 in the 2014 article was categorized as "drug resistant," not formally MDR-TB, it was probably included among these 12, as well as Case 2's "close household contact"), four were from India (including Case 3 from the 2014 article), one was from Burma (including Case 1 from the 2014 article), and one each were from China, Ethiopia, and Nepal.

Gunman Opens Fire Into Crowd at Another Nightclub — This Might Be Why the Incident Isn’t Leading the News

Police said Jody Ray Thompson pulled out a gun during an argument in front of the Playoffz nightclub in Lyman, South Carolina, early Sunday morning and fired at a gathered crowd, hitting three people.

Spartanburg County Sheriff's deputies told WHNS-TV Thompson almost hit a fourth person — who just so happens to be a concealed carry permit holder.

Lt. Kevin Bobo said that the man pulled out his own gun in self defense and fired back at Thompson, hitting him in the leg.

The concealed carry permit holder, who hasn't been named, cooperated with investigators and won't be facing any charges stemming from the 3:30 a.m. incident, WHNS reported.

Hillary Clinton says she feels sympathy for Donald Trump supporters who are taken in by the New Yorker, but warned voters that she thinks his message is offensive.

"I am sympathetic to a lot of the people attracted by Trump's message, who are feeling really left out and left behind," she said during a YouTube Creators summit in Los Angeles, California on Tuesday.

Some Trump supporters, she argued, were "frustrated" and "fearful" and therefore susceptible to what she described as Trump's "misleading promises."

But she accused many Trump supporters of falling prey to his controversial message.

"I'm not sympathetic to the xenophobia, the misogyny, the homophobia, the Islamophobia, and all of the other sort of dog whistles that Trump uses to create that fervor among a lot of his supporters," she said.

Feds to return $30K seized from Maryland dairy farmer

A Frederick County farmer who became central in the fight to reform federal seizure laws will get a check from the IRS.

Randy Sowers, owner of South Mountain Creamery, said he has vocally supported the end of civil asset forfeiture after his Middletown farm was unwittingly caught up in a federal case in 2012.

Under civil forfeiture, the government can seize and then keep or sell property, including cash and real estate, that may be associated with a crime, even though the owner may not ever be arrested, convicted or directly involved.

In Sowers' case, he and his wife, Karen, were investigated for the financial practice of "structuring" after banking records showed they regularly made cash deposits in amounts just short of a $10,000 limit that triggers special paperwork by banks. Such deposits can indicate criminal activity such as drug dealing or money laundering.

But the Sowers family said they were depositing cash from their farm business and it was a bank teller who suggested they make smaller deposits, which would spare the teller the extra work, said Paul Kamenar, a lawyer who represents the Sowerses.

Cafe Told to Remove 'God Bless America' Banner

Whenever folks in Penfield, New York get a hankering for pancakes for lunch – they head over to the 5 Mile Café.

The family-owned restaurant is known in those parts for serving breakfast any time of the day (order their homemade corned beef hash).

They are also known for their patriotism.

"We are very patriotic here at the café – all year round –not just this time of year," owner Jennifer Aquino told me. "We have American flags and patriotic things around the café."

So Jennifer decided to ask the town for a permit so she could post a "God Bless America" banner on the front of her restaurant. She wanted to display the banner from Memorial Day through Independence Day.

But Penfield has a strict banner allotment policy. Businesses are only allowed to post banners for a total of three weeks out of the year. And Jennifer had used up her allotment.

Instead of posting the banner outside the restaurant, she posted it inside. And that was that – until the Orlando terrorist attack.

"I decided on my way to work that I was going to put it up regardless of the town telling me I couldn't," she said. "So I put it up."

Gray Cases Lead To Threats, Hate Mail Against Mosby

Hate mail and threats against Baltimore City State's Attorney Marilyn Mosby has led to an increase in her security detail, the 11 News I-Team has learned.

"Our office has received, and she has personally received, a number of offensive and extremely disturbing, racist, sexist hate mail, and even death threats," Baltimore City State's Attorney's Office spokeswoman Rochelle Ritchie said.

The 11 News I-Team obtained a sample of the threatening e-mails through a Public Information Act request to the Baltimore City State's Attorney's Office. One e-mailer submitted two fake news accounts detailing the demise of Mosby and her husband, Baltimore City Councilman Nick Mosby.

The first fake story says: "Marilyn Mosby was gunned down in cold blood walking into the courthouse. Not one officer came to assist. A police statement simply read, 'Sucks to be her.' Nobody will miss that (expletive)."

The second fake story goes into morbid detail of the torture and dismemberment of Nick Mosby, saying: "Police issued a statement, 'The death of Mr. Mosby does not appear to be suspicious. Several family members related to Mr. and Ms. Mosby have been reported missing. Police feel none of the missing are significant. Hope you've enjoyed reading.'"

Dick Morris on Lynch-Bill Clinton Meeting: 'I Want to Know What She Got'

Attorney Gen. Loretta Lynch's meeting with former President Bill Clinton on Monday before the Benghazi report was released was "clearly … was inappropriate" — but political analyst Dick Morris told Newsmax TV on Thursday that "I want to know what she got."

"Her job ends in five months — and even a warm handshake and routine words of praise from the husband of her possible boss could mean the world to Loretta Lynch," Morris told "The Steve Malzberg Show" in an interview.

"It could mean she can stay on as attorney general," he said. "It could mean that Hillary would put her on the Supreme Court.

"Clearly this was inappropriate," Morris told Malzberg. "Could you imagine in a criminal proceeding if the husband of the defendant met with the judge?

OC Jamboree property sold to Sunsations owner Sibony

Though a judge has to sign off on the deal before it can proceed to settlement, Sunsations owner Avi Sibony won they day last Friday when he purchased the former OC Jamboree property for $950,000.

The building and property, as well as the remaining contents, were sold off during the auction and auctioneer Bill Hudson said all of the lots — 13 in all — sold that day.

Dozens of potential bidders attended the auction held within the former theater, which was closed more than a year and a half ago following the arrest of the former owner.

Bidding on the property, located off Route 611 in West Ocean City, started at $400,000, which is less than what the previous owner paid when it was last on the market in 2004, according to public records. Bids quickly escalated to $800,000, and then inched along until the final sale price was reached.

Report: Cutting $2.6 Trillion of Waste in Government Would Balance Budget in One Year

If Congress were to cut unnecessary and ineffective spending in the federal government, it could balance the budget in one year by following the recommendations put forth by Citizens Against Government Waste, a non-partisan organization.

The report, titled "Prime Cuts 2016," outlines 618 recommendations to cut wasteful government spending that would not only balance the budget within one year but would save taxpayers $644.1 billion in the first year and $2.6 trillion over five years.

The group finds wasteful spending in nearly every agency of the federal government including the Environmental Protection Agency, the Labor Department, the Treasury, Housing and Urban Development, the Justice Department, and the Department of Commerce.

At the Department of Health and Human Services, if Congress were to reduce improper Medicare payments by 50 percent in five years, the department could save taxpayers $4.3 billion in just one year.

"Medicare is plagued with the highest reported amount of improper payments of any federal program," the report states. "Because of its chronic vulnerability to fraud, waste, abuse, and mismanagement, the [Government Accountability Office] has for 20 years designated the Medicare program as 'high risk.'"

At the Department of Transportation, if Congress were to eliminate federal subsidies for Amtrak, taxpayers could save $1.4 billion in one year and $7.1 billion in five years. Amtrak has been in business for 45 years and has cost taxpayers more than $40 billion.

Ocean City Hotel Must Pay Fine After Removing Bird Nests

OCEAN CITY, Md. (AP) — The Maryland Coastal Bays Program says 14 migratory bird nests that included 40 gull eggs have been illegally removed from a hotel in Ocean City.

Media outlets report that in May, the manager of the Comfort Inn on the Ocean City boardwalk ordered maintenance staff to remove all bird nests from the roof. Some of the eggs were hatching at the time, but MCBP spokeswoman Sandi Smith says none of the birds survived.

For all but three species of migratory birds, house sparrows, pigeons and starlings, removal of nests is a federal offense under the Migratory Bird Treaty. Smith says hotel workers didn't realize it was illegal to remove the nests.

The Natural Resource Police have ordered the hotel to appear in court and pay a $450 fine.

I am writing this because of an injustice that occurred in Wicomico County June of 2015. The purpose for this letter is for informative purposes only. As a citizen of the United States of America I feel it is my duty to inform you of this incident.

I was arrested and charged not once but twice with a crime that I did not commit.The Wicomico County Sheriffs Office had the evidence in hand and a peace Order that was denied by the judge and still they came surrounded my house with guns took me out of my house (all on camera) handcuffed me did not ask me if I committed the alleged crime did not read me my rights then proceeded to take me to Wicomico County Detention Center. The officer had me handcuffed in an unmarked small car put me in the front seat and proceeded to EXCEED the speed limit which was 65 on the highway when I asked numerous times to please slow down at least to the speed limit because of the handcuffs behind my back I was just about at the windshield. Cpl Hamilton of WBI was driving and Officer Trp. Elzy was in the backseat. She refused to slow down. 4th and 5th amendment and 14th amendment -civil rights section1 rights in criminal cases deprived of life liberty or property without due process of the law. When we arrived at the Wicomico County Detention Center we sat in front of the gate for approximately ten minutes until Sheriff Mike Lewis pulled up Cpl. Hamilton rolled down my window and Sheriff Lewis pulled up to my side and proceeded to yell Who the hell do you think you are coming in my town talking to my juror If you think you come in my town think again with some other obscenities( we have repeatedly asked to preserve the footage of him at the Detention Center). Once inside I was booked and stripped and had to squat over a nasty dirty mirror in front of a detention employee then had to put on detention clothes.I was put in a cell with a window and an open toilet and male detention Officer had the privilege of walking by UNANNOUNCED AT ANYTIME. I was arrested at 2pm. I did not see the commissioner until 9pm that night I was denied a call to a lawyer they said I had to see the commissioner first. My bail was set at 200,000 dollars violates my eight amendment excessive bail. I was exercising my first amendment right of free speech. When I was asked to leave I left (they have it on video).Without incident. I have a right to ask a juror questions about a trial. In the jail cell the toilet had feces, blood and urine on the toilet and no toilet paper. I made four request for toilet paper at 4am they brought in toilet paper after a made another request and the man said to the woman detention officer "really your not giving the girl toilet paper" and then she brought it at 4am. At approximately 10am I was brought before the bail board and the man told the judge I said the word kill (which is an absolute lie not even in the mans statement did he say I said that word).At the bail hearing they did a Maryland Sentencing Guideline Worksheet it concluded that I should be released on my own recognizance instead he reduced bail to 30,000 dollars without a percent again violation of my rights. Then I had to wait until 4pm that day to be released. I went down to probation for an ankle bracelet I could not go to the beach in the water take a bath go on vacation also was restricted from any cell phone or computer use and had to be in by 9pm and was not allowed to talk about the case to anyone per judge and probation Officers.Once on probation I had to report once a week again take off my pants squat over a mirror in front of random officers and urinate in a cup. I had fines to pay weekly. I had to charge my ankle bracelet for an hour in the morning and an hour at night. I was told I was not charging it for one full hour so they were going to make me charge it for two hours in the morning and two hours at night. For 112 days a total of approximately 284 hours of charging approximately 11 days of charging. I don't know how old you are but I am 52 now 11 days of my life I sat and charged an ankle bracelet.I have never been arrested I have owned a successful childcare facility with my mother for 12 years. I supported my husband and he is retired Air Force and still continues to support MDA and NAVY in defending our country working out of NASA Wallops Flight Facility in a role that has taken him to PMRF WSMR Norway Alaska ect. on projects such as JFTM-4 JS KIRISHIMA 2010 in Kauai he has traveled and worked on over 250 successful missile launches for the United States of America to help protect our Constitution.

I finally found a great lawyer and I chose to go before a judge instead a jury because of what happened in my daughters case. I was acquitted on all charges. because I NEVER BROKE A LAW. My lawyer was going to represent me in a tort claim but he said he "If I represent you I will never win another case in Wicomico County again". Sad to hear that don't you think Sheriff Mike Lewis went before the media and made outlandish statements about me and my daughters case. He not only lied to the media they embellished the picture of me. Then to add insult to injury Assistant States Attorney Richard Brueckner went before the General Assembly and referenced my case and my daughter with more outrageous lies please I would like you to view the link of him before the assembly. If you watch the link i would like to know am I mistaken or did he say he defends a crime family? One purpose for this letter in to inform you and let you know Sheriff Mike Lewis cares about one amendment the 2nd he doesn't care about any other. I heard Sheriff Mike Lewis challenged President Obama to a civil war. Don't you think someone should investigate! He is corrupt and so is Wicomico County States Attorneys and Officers. New Clinton Emails Produced by State Department; Clinton Email Shows She Was Concerned About Records

(Washington DC) – Judicial Watch today released 165 pages of new State Department records that include a previously unreleased March 22, 2009, email of former Secretary of State Hillary Clinton revealing that she was concerned about how her records were being handled and had "no idea how my papers are treated at State. Who manages both my personal and official files?" Clinton top aide Huma Abedin responds: "We've discussed this" and promises to explain it again. This is the fifth set of records produced to Judicial Watch by the State Department (from the non-"state.gov" email accounts of Huma Abedin) that contain Hillary Clinton emails that were not produced by the State Department as part of the 55,000 pages of emails that Hillary Clinton turned over to the State Department.

These records further appear to contradict statements by Clinton that, "as far as she knew," all of her government emails were turned over to the State Department even though she turned over no emails dated prior to March 18, 2009. These new records release contain 34 new @clintonemail.com emails that have not been previously produced by to the State Department.

The documents were produced under court order in a May 5, 2015, Freedom of Information (FOIA) lawsuit against the State Department (Judicial Watch, Inc. v. U.S. Department of State (No. 1:15-cv-00684)) for "all emails of official State Department business received or sent by former Deputy Chief of Staff Huma Abedin from January 1, 2009 through February 1, 2013 using a non-"state.gov" email address."

Jewish girl, 13, stabbed to death in West Bank bedroom was U.S. citizen

A 13-year-old Jewish girl who was stabbed to death in her bed by a Palestinian attacker on Thursday was an American citizen, the State Department said.

Hallel Yaffa Ariel was asleep in her home in a West Bank settlement when a 17-year-old assailant broke in to the house and killed her before he was shot by security guards.

"The horrifying murder of a young girl in her bed underscores the bloodlust and inhumanity of the incitement-driven terrorists that we are facing," Israeli Prime Minister Benjamin Netanyahu said after an emergency meeting with his defense minister. "The entire nation deeply identifies with the family's pain and declares to the murderers: you will not break us."

In Washington, the U.S. State Department condemned "in the strongest terms the outrageous terrorist attack."

"This brutal act of terrorism is simply unconscionable," spokesperson John Kirby said in the statement. "We extend our deepest condolences to her family. We also understand another individual who was responding to the attack was wounded by the attacker. We extend our hopes for a quick and full recovery."

Kirby confirmed Ariel's U.S. citizenship Thursday afternoon. Israel has a large community of dual American citizens, numbering in the tens of thousands.

Texas Man Found with Kilo of Heroin

A Texas man faces a trio of felony drug charges after Ohio officers allegedly found a kilogram of heroin in a false compartment in his vehicle.

Felix F. Castro, 21, of Mission, Texas, was found asleep in his vehicle at the Petro Shopping Center in New Paris, Ohio, just over the Ohio/Indiana state line.

When Preble County sheriff's deputies attempted to check on his welfare, Castro was found to be excessively nervous, according to a news release from Preble County Sheriff Mike Simpson.

Castro told the deputies he was from Texas and was traveling through Ohio to find work.

A K-9 unit from the Indiana State Police was called to the scene and alerted to the presence of drugs in the vehicle. A probable cause search found a false compartment in the rocker panel. In there, deputies found about a kilogram of heroin, the release said.

New Virginia laws take effect July 1

Starting on Friday, July 1, hundreds of new laws will take effect for the Commonwealth of Virginia.

Among the many new laws will be two that impact Virginia concealed handgun permit holders and those engaging in private firearms transactions at Virginia gun shows, as well as many others which we've outlined here.

CONCEALED HANDGUN PERMIT:
As of July 1, 2016, Virginia will recognize all valid concealed handgun or concealed weapon permits and licenses issued by another state, so long as the following requirements are met:
1. The holder of such permit or license is at least 21 years of age
2. The permit or license holder carries a photo identification issued by a government agency of any state or by the U.S. Department of Defense or U.S. Department of State
3. The holder displays the permit or license and such identification upon demand by a law-enforcement officer
4. The permit or license holder has not previously had a Virginia concealed handgun permit revoked.

Police: Cowboy who rode across bridge abused his 2 horses

NEW YORK (AP) — An 80-year-old man who has been riding around the country on horseback, saying he was trying to call attention to starving children, was arrested Thursday on animal cruelty charges after investigators concluded his horses were malnourished.

In his white hat, Tod "Doc" Mishler had gained national fame galloping into communities, a God-loving cowboy whose home was a horse.

He was arrested three days after riding over the Outerbridge Crossing linking the city's Staten Island borough with New Jersey. Veterinarians who examined his two horses said they suffered from malnourishment, dehydration and open sores.

On Monday, Mishler stalled bridge traffic as motorists stopped to stare. He was issued court summonses for blocking traffic and trespassing.

On Thursday, police announced more serious charges: two counts of animal cruelty based on examinations of the horses by veterinarians of the American Society for the Prevention of Cruelty to Animals.

One Week after Brexit, Only UK Stocks Are Higher

Despite all the hysteria from media and political elites that claimed the UK would stagnate if British voters passed Brexit to leave the EU, it turns out that UK stocks are higher a week later while the other stock markets are still down.

In perhaps the most arrogant establishment response on the first day after the Brexit vote, Harvard educated James Traub, wrote in the elite Foreign Policy Magazine: "It's Time for the Elites to Rise Up Against the Ignorant Masses." Traub demanded that elites use their power to nullify the vote by the "fist shaking" British rabble, because it represented an "utter repudiation of the bankers and economists and Western heads of state who warned voters against the dangers of a split with the European Union."

But a week after the referendum victory for the "leave" voters, the British stock market index is up +2.6; while the French shares tanking -8.3 percent, German equities tumbling -5.3 percent and U.S. stocks down about 1 percent.

Troopers Investigate Shooting Southwest of Seaford

Seaford – Troopers are investigating a shooting that sent one victim to an area hospital with non-life-threatening injuries.

The incident happened around 12:15 a.m., Thursday June 30, 2016, after the Sussex County Emergency Operations Center (9-1-1) received a call in reference to shots being fired in the 5600 block of Byard Ave. Troopers arrived at the residence and found a 38-year-old female with a single gunshot wound to her upper torso. The victim was airlifted to an area hospital where she was being treated for the non-life-threatening injury.

The investigation into this incident is on-going and no suspect information could be provided.

Registration open for Teen/Adult USTA Tennis Lessons

Salisbury, MD – Learn to play tennis as part of a new Wicomico County Recreation program.

During Teen/Adult USTA Tennis Lessons, male and female players ages 13 and up will develop tennis fundamentals, practice match play and learn about sportsmanship, etiquette, game rules and strategies.

The six-week session will be held Saturdays from Aug. 6-Sept. 10 at Billy Gene Jackson Sr. Park. The 9-10 a.m. session, Learn the Game, is for new/novice players and the 10-11 a.m. session, Play the Game, is for intermediate players.

Each student needs to bring a racket and should wear comfortable clothes and athletic shoes. The cost is $54 for the six-week session for those who sign up by July 22, with a $6 late fee added for those who sign up from July 23-29. There can be a maximum of 10 students per class.
