The reform was adopted in a near-party-line 217-189 vote, with all Republicans opposed and joined in their nay votes by three Democrats and Libertarian Rep. Justin Amash of Michigan. Under the new rules, lawmakers can vote on behalf of up to 10 colleagues if they have written letters authorizing them to do so. | JC Penney is filing for bankruptcy Posted: 16 May 2020 07:30 PM PDT J.C. Penney is planning to file for bankruptcy protection, people familiar with the matter tell CNBC. Its advisors are currently working on a bankruptcy filing that could come early Friday morning, they said. They cautioned there is still a chance that final negotiations between the retailer and its lenders spill into the weekend and delay the filing. J.C. Penney employed roughly 90,000 full-time and part-time employees as of February. It is working on a plan that would contemplate closing 180 to 200 stores while in bankruptcy. The retailer had 846 department stores as of February. The Plano, Texas-based retailer is planning on filing for bankruptcy in Corpus Christi, Texas, the people said. It has been negotiating with its first lien lenders a $450 million loan to finance the bankruptcy, which would require the troubled retailer to hit certain goals to receive the second half of it, CNBC previously reported. Because it is working so quickly to finalize its bankruptcy documents, it may not get them all done in time to draw from the initial funds its first day in bankruptcy. Judge Emmet G. Sullivan appointed Gleeson to argue as amicus curiae ("friend of the court") against granting a Department of Justice (DOJ) motion to dismiss the case against Flynn, and to argue for finding Flynn in criminal contempt of court for changing his plea. On Monday, Gleeson co-authored an op-ed in the Washinton Post opposing the DOJ's decision, saying it "reeks of improper political influence" — and not because Flynn was targeted by the lame-duck Obama administration. Thousands of ballots have been sent out by the Clark County Election Department to inactive voters – those who have not voted in recent elections, a roster that can include people who either have moved or are deceased – and the envelopes are piling up in post office trays, outside apartment complexes and on community bulletin boards in and around Las Vegas. Dyer, at Liberty Unyielding, for insights about what Acting Director of National Intelligence Ric Grenell was carrying in a sizable satchel he delivered to the Department of Justice on May 7, 2020. Anyone could see that the satchel contained substantially more information than the five pages revealing the myriad Obama officials who unmasked General Flynn's name. Dyer's article is worth reading in its entirety, but Lifson gives a quick, elegant summary: The key message is that for years the Obama administration was mining the incomparable database of the National Security Agency (NSA), which captured virtually all electronic communications – emails, text messages, everything – launched into the ether. The potential for abuse is breathtaking. Everything that political enemies said to each other, except in private in-person conversations or in snail mail letters, could have been spied upon. And now it looks like staggering numbers of intercepts were monitored. Dyer makes that case. WinRed raised $59.8 million from more than 1.6 million small donations in April, the largest monthly haul in its 10-month history, according to Axios. They both took steps to reopen their states' economies in late April amid the ongoing coronavirus pandemic. But for some reason, the media's coverage of Gov. Brian Kemp (R., Ga.) has been slightly different from the media's coverage of Gov. Jared Polis (D., Colo.). Kemp, for example, has been accused of experimenting with "human sacrifice." So reads the headline of an April 29 article published in the Atlantic, which accuses Kemp of turning Georgia residents into "unwilling canaries in an invisible coal mine, sent to find out just how many individuals need to lose their job or their life for a state to work through a plague." In a brief aside, the article acknowledges that some other states, including Colorado, "have already put similar plans in motion." Polis, for some reason, is not identified as an accomplice in Kemp's murder scheme. | Democrats BLOCK Motion to Bar Illegal Immigrants from Getting Stimulus Payments Posted: 16 May 2020 03:00 PM PDT House Democrats blocked a motion on Friday to prevent illegal immigrants from receiving stimulus payments included in the Democrat phase four coronavirus bill. As the House prepared to vote on House Speaker Nancy Pelosi's (D-CA) $3 trillion, 1,815-page phase coronavirus bill, the Heroes Act, Rep. Denver Riggleman (R-VA) offered a motion to recommit. Riggleman's motion to recommit would offer an amendment to the coronavirus bill to prevent illegal immigrants from receiving stimulus payments in the Heroes Act. The House rejected the motion to recommit, with 198 votes in favor of the motion and 209 votes against the measure. Riggleman said that the bipartisan phase three bill, the CARES Act, stipulated that illegal immigrants and non-citizens could not get the $1,200 per person stimulus checks. There are green checks and red Xs next to the benchmarks for each of the 10 regions. Seven green checks for a region mean it is a go – it can begin the gradual process of rolling back state restrictions on businesses and public gatherings. The criteria are based on Centers for Disease Control and Prevention guidelines, state officials said. The Western New York region, defined by Gov. Andrew M. Cuomo as Erie, Niagara, Allegany, Cattaraugus and Chautauqua counties, isn't there yet. The concrete pad in the center of the complex is all a part of our liquor license. That being said, when you order to go food or drinks you do so ON my allocated licensed plat. When you step off that concrete pad and onto the gravel you are now on the Alamo property, two separate entities. Meaning you have left MY premises. No other bar/restaurant can make the same claim, none. What we had done last week was in fact 100% legal and our local officials absolutely supported us on that fact in that 2 hour long meeting Mother's Day. I/We are simply trying to think out of the box in a very safe and legal manor. Yes, I had stated I did not want to compete with other bar/restaurant/liquor stores and I have given them TWO months to make whatever they could. IT WAS A LIE! No police EVER came by Caribbean Joe's last Sunday and they LIED to other businesses making such a claim. We are living now in a police state. | A Viewer Writes: Pittsville Library Posted: 16 May 2020 06:45 AM PDT What in the world is going on with the plans for a facility in Pittsville to house a library and community outreach center? I attended a meeting at the Parsonsburg Firehouse, along with about 72 other locals, to discuss plans for this much needed facility. County Executive Bob Culver was there gathering input and ideas from the community. The library Director, Ashley Teagle, attended to help in putting out ideas. A number of options were put forward ranging from a new facility to a renovated building to fit the Library and community needs. This facility would meet the needs of a large area of East Wicomico County that include Parsonsburg, Pittsville, Willards, Whaleyville and Powellville. At the conclusion of the meeting the County Executive agreed to help in finding a location for the building. After that meeting I didn't hear much information about the project except that a number of locations had been looked at and they were considering in which direction to go. At the last County Council work session, (and I encourage everyone to go back and watch the May 12th work session) I was truly amazed at what I observed. This section starts after the Board of Education presentation and the County Administrator, Mr. Strausburg, comes in to answer some council questions. At the end of his statements someone on the Council asked about the Library Project and they noticed that no funding was allotted in this budget. Mr. Strausburg said that the county had been asking for a simple drawing as to what the insides would look like so that planning could go ahead. He then stated that the Library Director had changed her mind and wanted a new building. I was stunned. Knowing a little about the government construction programs I can tell you a new Library would be years in the making. If there was even funding for a new Library it would still be years away. Here the County had a 6600 square foot building (as stated at the council meeting) that can be renovated into everything that the Library could use and it would be great for the citizens in those areas mentioned area. I suggest the Library Director contact the Salisbury Area Chamber of Commerce and see if they could get an architect firm to do a little pro-bono design work and get it to the County Executive as soon as possible. Perhaps this project can be salvaged. What does the Library Board of Trustees have to say about this? Do they let the Director do whatever she wants or do they step in and offer guidance when it's needed. Perhaps now is the time for a little guidance and get this Pittsville Library on track. I'm looking for any information that can be offered by your readers that could let people know what's going on. Perhaps the County Executive could chime in to bring the citizens up to speed on this project. | Posted: 16 May 2020 06:30 AM PDT Thursday on Fox News Channel's "Hannity," conservative radio talker Mark Levin slammed U.S. District Judge Emmet Sullivan, the judge presiding over the case of former National Security Adviser Michael Flynn. Earlier in the week, the Department of Justice dropped its case against Flynn. However, Sullivan has resisted the Justice Department decision, to which Levin attributed to Sullivan's stance against President Donald Trump. Levin called on Sullivan to recuse or resign if he insisted on allowing political views t guide his decisions. | The Second Amendment Will Soon Be Back at the Supreme Court Posted: 16 May 2020 06:15 AM PDT The Supreme Court should and will take a Second Amendment case very soon, and Senator Sheldon Whitehouse (D., R.I.) won't be happy. When Whitehouse basically threatened the Supreme Court over a recent Second Amendment case, perhaps he didn't realize that he could get what he wanted and still lose the fight. This week, although the Court dismissed as moot the case that had Whitehouse in a tizzy, the Court is reviewing a slew of Second Amendment petitions that he'll like even less. The mooted case, New York State Rifle and Pistol Association v. NYC, was a challenge to NYC's bizarre travel restrictions for permitted gun owners and the first Second Amendment case the Court had taken in a decade. After the justices agreed to hear the case, New York City and New York state, fearing a decision that would strengthen the Second Amendment, moved quickly to change the law to keep the Court from issuing a decision. This is a form of strategic mooting, because courts generally don't hear controversies that are no longer "live" because there is no relief a court can give if the law has already been changed. And while strategic mooting is fairly common, it's an unsavory form of gamesmanship with the Court's docket. New York City asked that the case be removed from the docket, and Whitehouse, joined by four other senators, wrote an infamous amicus brief urging the Court to dismiss the case. Whitehouse didn't just confine his arguments to the legal question of mootness. He came within a hair's breadth of outright accusing the Court's Republican‐appointed justices as being shills for the NRA and the Federalist Society. His shocking brief closed with what many interpreted as a threat to restructure the Court if the justices didn't go along with his request. "The Supreme Court is not well. And the people know it. Perhaps the Court can heal itself before the public demands it be 'restructured in order to reduce the influence of politics.'" On Monday, the justices, by a 6–3 vote, dismissed the case as moot. The same day, they added ten held‐over Second Amendment petitions to the Court's calendar. These are petitions that were being held pending the Court's decision in the New York case. The justices will discuss these petitions Friday, with decisions likely to be released on Monday. WASHINGTON — The House on Friday narrowly passed a $3 trillioncoronavirus relief package crafted by Democrats that would include another round of stimulus payments of up to $1,200 per person. President Donald Trump this week declared the Democrats' proposal "DOA." Similar to the first major coronavirus aid package signed into law in late March, the 1,815-page HEROES Act would provide up to $1,200 in payments (or $2,400 for married couples), with an extra $1,200 per dependent up to a maximum of three. The income thresholds are the same as in the earlier CARES Act, with money for people making up to $99,000 and couples up to $198,000. The amount would start to reduce from $1,200 above thresholds of $75,000 and $150,000, respectively. The bill passed by a vote of 208-199 and now heads to the Senate. One Republican backed the bill, while 14 Democrats voted against it.
