A new intersection design eliminates the dreaded left turn into traffic Posted: 06 Jun 2016 09:00 PM PDT Anyone who has ever made a left turn in a busy intersection understands that it can be a stressful maneuver. Not only do you have to wait impatiently for a break in the stream of cars coming the opposite direction, you often hold up a line of traffic, and even risk getting into a collision if other drivers aren't following the rules of the road. But despite how standard it may seem to turn left into traffic, that's actually not an inevitable part of driving. There's an intersection design that could save you all that trouble. The "diverging diamond interchange" creates designated ramps that gradually direct cars to veer left or right, without ever requiring them to cross in front of ongoing traffic. Though it might look complicated, it's actually a simple concept. Say, for example, that you're driving from west to east. As you come to the intersection, a red light may stop you as you let cars going the other way pass. (This is the only time streams of traffic cross each other.) If you want to turn right, a lane peels off and merges with the road carrying southbound cars. If you want to turn left, you just follow the ramp that veers to the north. Watch it in action: | ||||

Conservatives care about whether a program works or not. Liberals care about how supporting a program makes them feel. Conservatives take the positions they do because they believe they're best for society. Liberals take the positions they do because they make them feel and look compassionate or superior to hold those positions. Once you understand those basics, it's very easy to see why both sides hold the positions they do on most issues and to comprehend why there's so little middle ground. Once you get the mentalities, you can predict where each side will come down on issues. An extremely expensive program designed to help disadvantaged minority children read better that has been proven not to work? Liberals will support it and conservatives will oppose. A program that cuts the deficit by cutting people off the welfare and disability rolls who don't belong there in the first place? Conservatives will support it and liberals will oppose. A program called "Puppies for Orphans" that hands out "therapy dogs" to poor children at $100,000 per year in cost? Liberals will support it and conservatives will oppose. The problem with all of this is that most of what passes for "compassion" with liberals isn't real compassion. There's a cost to real compassion and thus, a limit to it. "The guy is in total torment today," Shipp said at the premiere of ESPN's "O.J. Simpson: Made in America" documentary, the latest episode in what has been a cottage industry on the entire saga. "Someone told me he is 300 pounds and he looks horrible. O.J. has always felt his appearance meant everything and now, deep down inside, he is starting to live with himself." Islamic State Threatens Terror Attacks in U.S., Europe Posted: 06 Jun 2016 06:30 PM PDT The Islamic State is urging jihadists in the United States and Europe to carry out terror attacks during what a group spokesman promised would be "the month of conquest and jihad." A U.S. government advisory warned that ISIS attacks, either directly sponsored or simply inspired by the group's rhetoric, could be carried out during Islam's month of Ramadan that begins June 5. The threatened attacks were announced in an ISIS video made public May 21. In the video, ISIS spokesman Abu Mohammad al-Adnani called on jihadists to "get prepared, be ready … to make it a month of calamity everywhere for nonbelievers…especially for the fighters and supporters of the caliphate in Europe and America." A report by the State Department-led Overseas Security Advisory Council said the threat could be credible because three deadly terror attacks took place last year shortly after Adnani issued a similar call to arms. "According to Islamic practice, sacrifice during Ramadan can be considered more valuable than that made at other times, so a call to martyrdom during the month may hold a special allure to some," the report said. Clinton IT aide Pagliano ordered to produce DOJ immunity agreement Posted: 06 Jun 2016 06:00 PM PDT A federal judge ordered the man who set up Hillary Clinton's private email server Friday to produce the immunity agreement he had reportedly struck with the Department of Justice as part of her investigation. According to The Hill, the judge's order postpones Bryan Pagliano's deposition with the watchdog group Judicial Watch indefinitely. The interview had been scheduled to take place Monday. Pagliano planned to assert his Fifth Amendment rights against self-incrimination and refuse to answers questions over an open records lawsuit, according to court documents obtained Wednesday by Fox News. His lawyers also asked a federal judge to block Judicial Watch from recording his deposition, stating that a written transcription should be enough. However, Judge Emmet Sullivan declared that his lawyers need to file a legal memorandum to outline the legality for him to plead the Fifth "including requisite details pertaining to the scope of Mr. Pagliano's reported immunity agreement with the government," The Hill reported. Dog tethering: Lewes resident aims to break inhumane chains Posted: 06 Jun 2016 04:30 PM PDT GEORGETOWN – Kathy Hughes is s dog lover. Her Lewes residence is home to three canines. Two of them are "rescues." One of the rescues is Charlie,. Until his rescue, Charlie lived a life of chains and tethering. "Charlie was left outside 24/7 for his entire life," said Ms. Hughes. "He was so matted that he had to be shaved down to basically skin." Ms. Hughes showed Sussex County Council members a current photo of Charlie, no longer chained, at council's May 24 meeting. "He is a happy, healthy, sweet dog," said Ms. Hughes. In hopes of breaking the chains, Ms. Hughes says there needs to be tougher laws governing tethering. Current state of Delaware law allows the dog to be tethered 18 out of 24 hours, chained up. "This does not apply to properties greater than 10 acres in size so that would not apply to farms obviously. The tether must be at least 10 feet in length," said Ms. Hughes. Princess Anne Police investigate woman found dead behind Food Lion Posted: 06 Jun 2016 02:23 PM PDT PRINCESS ANNE — Princess Anne Police Chief Tim Bozman reports that officers responded to the wooded area behind Food Lion here on Sunday, June 5 to investigate a report of a deceased person being located. Police were able to identify the person as Tiffany Huang Moisan, 48, from Kemp Nursery Road, located near Princess Anne. She had been reported missing her family on June 4. Moisan's body was transported to the Office of the Chief Medical Examiner for an autopsy. "Although there was no apparent signs of foul play, this incident remains under investigation pending results from the autopsy," the chief stated in a prepared news release. Moisan worked at the Wallops Flight Facility for more than 15 years. Posted: 06 Jun 2016 02:00 PM PDT TO: All County Employees FROM: Michele Campbell Ennis, Ph.D., Director of Human Resources DATE: June 06, 2016 RE: County Employees and Retirees Benefits There have been numerous media publications regarding suggested compensation and benefit proposals for County employees and retirees. Much of the information being presented is not correct. In an attempt to properly communicate with County employees and retirees as to the accurate status of the County's personnel system and compensation packages, it is my understanding the concerns are as follows: County Personnel Manual: The 2003 Wicomico County Personnel Manual of Policies and Procedures (MPPP hereafter) is the County's legislatively adopted employee personnel manual. The County Council has not adopted any revisions to the personnel manual. The personnel manual project is still in process for updating the 2003 MPPP based on employee feedback. The revisions are being submitted to the County Council, by chapter, upon the completion of any recommended revisions. Employee Benefit Reductions: There have been no changes to County employee benefits. Furthermore, there have been no recommendations for any changes to employee benefits. Health Insurance Rate Increase: The active County employee health insurance premium will increase 6.16%. Pre-Medicare retiree's premiums will increase 14.86%. The increase in premiums are determined by the Health Insurance provider and are based on the members claim rates (actual cost of medical claims). In addition to negotiating a lesser increase in premiums (originally quoted to be over 10% for active employees and over 17% for pre-Medicare retirees), the County is inquiring on various wellness strategies to minimize future health costs without reducing the level of health coverage. The overall insurance contract went up 6.16% for active employees and 14.86% for Pre-Medicare retirees. Of the total employee/retiree contract, the County will pay 85% and employee will pay 15% (individual coverage). The County will pay 75% and the employee will pay 25% for dependents. The County will pay $939,729 in health insurance cost increases. Medicare (over 65) Supplemental Retiree Health Insurance: The County was able to acquire a more enhanced supplemental health insurance coverage for the over 65 years of age Medicare primary retirees for nearly half the current cost. Human Resources has coordinated a meeting at the Wicomico County Civic Center on June 14, 2016 at 10:00 a.m. to educate the members and assist in enrollment. This benefit has not been reduced, it is much more affordable, and it is beyond comparable to the CareFirst coverage. Compensatory Time: There have been no changes to compensatory time. Compensatory time is in accordance to the County Personnel Manual (2003). Compensatory time can be earned as follows: a) Exempt up to 80 hours; b) Non-exempt up to 240 hours; and, c) Law enforcement and Corrections up to 480 hours. The County Executive did eliminate Department Heads from accruing compensatory time as they are paid a set salary and are not governed by all provisions of the County Personnel Manual. The County Executive does have the expectation that the Department Heads will prudently manage compensatory and overtime. County Employee Raises: County employees not governed by the collective bargaining agreement have been budgeted to receive a 3% salary increase effective fiscal year 2017. This raise was proposed before any finalization of health insurance premiums set by CareFirst (or any other benefit premium). Furthermore, the County has implemented the most recent compensation study based on job class over the last several fiscal years. In fiscal year 2014 the Correctional Officer compensation study was implemented to bring the Correctional Officer salaries closer to market. This upcoming fiscal year (2017), the County Executive proposes the implementation of the compensation study for Motor Equipment Operators, Crew Leaders, and Maintenance Workers. These positions were found to be nearly 30% below market. It is the Executive's goal to continue to re-evaluate employee compensation through studies such as this in upcoming fiscal years in order for the County to increase our marketability and be able to recruit and retain the most qualified workforce. While there have been no direct inquiries to the Department of Human Resources regarding the accuracies of these concerns, I remind you that the Department of Human Resources has an open door policy to address any and all matters. However, must know the concerns before we can address them. We will make every effort to further educate all employees regarding any personnel matter. Obama Accuses Judge of Scaring Illegals Posted: 06 Jun 2016 01:00 PM PDT The Obama administration accused a federal judge Tuesday of sowing "fear and confusion" among illegal immigrants, potentially scaring them away from signing up for President Obama's deportation amnesty by demanding immigration officials submit names of tens of thousands of migrants who've already enrolled. Justice Department lawyers also asked Judge Andrew S. Hanen not to force thousands of attorneys to take remedial ethics classes — an order the judge issued two weeks ago after he concluded that the administration intentionally and repeatedly misled him by implementing part of the amnesty, even as they assured the court it wasn't in operation yet. Judge Hanen has ruled the amnesty illegal, and issued an injunction in February 2015. But the administration repeatedly broke that order, approving thousands of three-year work permits after the fact. Lawyers admitted that more than 100,000 applications for three-year permits were approved between February and March, despite lawyers telling the judge no part of the amnesty was in operation. The judge has ordered the administration to file a secret document with the court containing the names of illegal immigrants who live in 26 states that sued to stop the amnesty. The Liberty Council, a religious liberties and education nonprofit law firm, recently sent a letter to school officials outlining "an outrageous violation of a first grader's constitutional rights" stemming from Bible verses his mother, Christina Zavala, packed with the boy's lunch. The 7-year-old shared the daily Bible verses with his classmates, and many interested students requested their own copies, which Zavala happily provided along with short Bible stories for context, the Santa Monica Observer reports. "However, when one little girl said 'teacher – this is the most beautiful story I've ever seen,' 'separation of church and state' was the response, and the notes were banned from lunchtime distribution," according to the Liberty Council. The student, identified as "C," "was told that the school gate was the only location at which he could give the Bible verses to his friends, and only after the bell rang." Zavala wrote school officials April 19 to protest the decision. She contends her son was called in front of the class and reprimanded – ordered to cease discussions about religion – in retaliation. "Because female terrapins mature late and have a long reproductive lifespan, the loss of a single female means the loss of many years of potential offspring." Those who encounter a turtle attempting to cross the highway should first ensure their own safety, then pick the terrapin up by the sides and place her on the bay side, behind the turtle fencing. Report lays out problems at youth facilities in Maryland Posted: 06 Jun 2016 06:23 AM PDT BALTIMORE (AP) — A new report done by the attorney general's office says several youth detention facilities in Maryland lack supervision, treatment and educational opportunities for the juveniles who are incarcerated across the state. The report describes dismal conditions at most of dozen youth facilities under review in Maryland, including maximum-security jails as well as lower-security youth centers. It says they are dangerous and lack fundamental services such as educational opportunities, mental health treatment and recreational activities. The report is the first assessment of youth facilities in the state for the year. The Juvenile Justice Monitoring Unit releases a new report on a quarterly basis that also includes recommendations. The perpetrator of the terrible crime was almost immediately known to law enforcement and school officials, and if you are wondering why the media didn't immediately rush to plaster the name and face of the alleged "white shooter" all over the news, it isn't that hard to figure out why. It turned out that the "white male" the media intimated was responsible for the murder was actually a decidedly non-white male of Indian or Bengali descent named Mainak Sarkar, according to RedStateWatcher. Making matters worse for the deceptive media, they seem to have been caught in the act of attempting to cover up both the race and religion of Sarkar in an effort to make his crime fit with a political narrative by editing his Everipedia profile before publicizing his name. The commencement address is one of the most important parts of the ceremony, second to getting handed that empty folder with the promise the real one is in the mail! Matt Damon delivered a commencement speech at prestigious MIT over the weekend and instead of commending the graduates on their hard work and fortitude, he took the time to bash Trump. Obviously, he disrespected the graduates because he was more interested in his own politics than their accomplishments for which the graduation was supposed to be celebrating!
In most young people's lives, their college graduation is a time of celebration after the huge last semester crunch. Anyone who has earned their degree knows the last month is probably one of the most stressful times in their young lives. Many sacrifices. Many late night study jams and last minute edits to 30+ page papers. Practically ODing on Red Bull and other stimulants to stay awake, cramming for their exams. What's the reward? Going to graduation with your family and friends, only to be met with the most negative commencement speeches, preaching doom and gloom. If I were a parent or a graduate, I would get up and walk out. Screw that, as I didn't work my rear off for months (if not years) to get that black gown and stupid ill-fitting square hat. That's a moment to HONOR the students not pontificate about some ideological disagreement.
I find it hard to believe, after she was blacklisted by many producers who saw her as 'box office poison,' these celebrities' managers don't warn them that these rants about dangerous subjects like religion and politics, could present the kiss of death to a career. And certainly at a graduation - a somber but celebratory event, it should be forbidden. A graduation is for the graduates and the people who supported that graduate - not a time for personal politics by celebrities or politicians. Colleges need to start taking that into account before inviting people to give a most important speech, designed to celebrate success not damn it! How say you... | ||||

EEOC FINDS "REASONABLE CAUSE" TO BELIEVE POCOMOKE RACE DISCRIMINATION PLAINTIFFS Posted: 06 Jun 2016 04:30 AM PDT Plaintiffs in Pocomoke City Race Discrimination Case Refute Defendants' Baseless Attempts to Excuse Misconduct, Citing EEOC Support Washington, DC - Yesterday, the plaintiffs in race discrimination and retaliation case Savage et. al. v. Pocomoke City et. al. filed their oppositions to the defendants' opening motions, including five separate motions to dismiss the federal lawsuit. Plaintiffs are three African-American police officers formerly employed in Pocomoke City and Worcester County, Maryland, including the Pocomoke City's first Black police chief. In their filings, the plaintiffs advised the court that, after a thorough investigation, the U.S. Equal Employment Opportunity Commission (EEOC) had found "reasonable cause" to believe that the plaintiffs' claims of discrimination and retaliation were well founded.Earlier this year, Wiley Rein LLP, the Washington Lawyers' Committee for Civil Rights and Urban Affairs (WLC), and the ACLU of Maryland jointly filed suit on behalf of the plaintiffs in the U.S. District Court for the District of Maryland, challenging a conspiracy of race discrimination and retaliation among white officials of Pocomoke City, the Worcester County Sheriff's Office, the Worcester County State's Attorney, and the Maryland State Police. The lawsuit asserted numerous causes of action on behalf of the plaintiffs based on the race-based discrimination and retaliation they endured, which are "clearly prohibited by federal and state laws as well as [the] Constitution." The asserted causes of action seek to remedy violations of the First and Fourteenth Amendments, as well as the federal Fair Labor Standards Act. The lawsuit is pending before U.S. District Judge J. Frederick Motz. In the papers filed yesterday, the plaintiffs argued that the government entities overseeing the Worcester County Criminal Enforcement Team (CET) were joint employers of then-Detective Franklin Savage when he was subjected to repeated racial epithets, references to the Ku Klux Klan (KKK), and the lynching of African-Americans on the Eastern Shore. The plaintiffs argued that they had adequately stated these allegations and allegations of further discrimination and retaliation against Savage, former Chief Kelvin Sewell, and former Lieutenant Lynell Green. The plaintiffs also offered the court new evidence of discrimination, including a "circle of trust" posted in the CET squad room that included all six white members of the CET and excluded only Detective Savage. In the papers, the plaintiffs also advised that they expect to soon add claims under Title VII of the Civil Rights Act of 1964. The EEOC recently advised based on its official investigation, it had "reasonable cause" to find "unlawful employment practices" by Pocomoke City, the Pocomoke City Police Department, the Worcester County Sheriff's Office, and the Worcester County State's Attorney. Conciliation between the EEOC and several of those defendants has failed, and the charges are now in the hands of the Department of Justice for review. After that review is complete, the plaintiffs will seek to amend their complaint. Andrew G. McBride, chair of Wiley Rein's Communications Appellate & Litigation Practice and lead counsel for the plaintiffs, stated: "With the EEOC findings and the proffer of additional acts of discrimination, we are hopeful that Judge Motz will reject the defendants' motions to dismiss and allow the case to go forward to discovery. We are also hopeful that the U.S. Department of Justice, which is now considering the EEOC findings, will decide to support the plaintiffs in the litigation." Mr. McBride expressed particular surprise over the positons taken by Maryland Attorney General Brian E. Frosh on behalf of the Maryland State Police (MSP). "The MSP defendants actually deny that 'anything untoward' happened when white officers drove Detective Savage to what they called 'KKK Lane' and discussed lynching and possession of white hoods and ropes during the incident," Mr. McBride said. "I think Attorney General Frosh should take a hard look at his position in this case, particularly after the EEOC findings. He is on the wrong side of justice in this matter." "If these bad actors really think they will prevail by arguing that nothing illegal happened, they are doing a true disservice to the taxpayers in their communities," said Dennis A. Corkery, senior staff attorney with the WLC and plaintiffs' co-counsel. "The blatant racism and retaliation experienced by these Black officers has now been recognized for what it was, following an independent review by the federal Equal Employment Opportunity Commission. We can only hope that the officials in Pocomoke City and Worcester County - as well as the government lawyers representing them - finally stop their stonewalling and act swiftly to remedy the egregious injustice that has been done here, both to the plaintiffs and to the entire Pocomoke community," said Deborah A. Jeon, Legal Director of the ACLU of Maryland and plaintiffs' co-counsel. Representing the plaintiffs on a pro bono basis, Mr. McBride serves as lead counsel. Mr. Corkery and Director of Litigation Matthew Handley of the WLC, and Ms. Jeon of the ACLU of Maryland, serve as co-counsel.
