A Tale of Two Nations: How Democrats View the Islamic Terror Attack Posted: 20 Jun 2016 09:00 PM PDT Republicans and Democrats have starkly different interpretations of what the recent mass shooting at an Orlando nightclub represents. While 79% of Republicans view it primarily as an act of Islamic terrorism, the majority of Democrats, 60%, see it as an act of domestic gun violence. Given Republicans' more lopsided views, Americans as a whole tilt toward describing it as a terrorist act. The results are based on a June 14-15 Gallup poll, conducted days after a Muslim U.S. citizen, Omar Mateen, perpetrated the deadliest mass shooting in U.S. history at an Orlando nightclub. Mateen had been listed on the federal government's terrorism watch list in 2013 and 2014, but was later removed. While both President Barack Obama and presumptive Democratic presidential nominee Hillary Clinton described the incident as an act of terror, presumptive Republican presidential nominee Donald Trump went further, tying the act to radical Islam. The IRS spent nearly $11 million on guns, ammunition and "military-style equipment" between 2006 and 2014, according to a new report. IRS investment in heavy firearms and tactical gear is a new trend for the agency, but it follows a pattern of militarization repeated throughout the executive branch of the government. In "The Militarization of America," a report by OpenTheBooks.com, examines the kinds of weapons and tactical equipment federal agencies have purchased over the past ten years. "I think profiling is something we're going to have to start thinking about as a country," Trump said on CBS' "Face the Nation." "I hate the concept of profiling, but we have to start using common sense." (AP) — A judge will hear arguments on whether to dismiss a lawsuit against the maker of the semiautomatic rifle used to kill 20 children and six adults in the 2012 Sandy Hook Elementary School massacre— a weapon similar to the one used this month in the shooting at a Florida nightclub. The families of nine children and adults killed at the Newtown school and a teacher who survived are suing Remington Arms, the Madison, North Carolina-based parent company of Bushmaster Firearms, which made the XM15-E2S rifle used in the shooting. They say the company knew its AR-15-style rifle was meant for the military and was too dangerous to sell to civilians. Emergency Exercise brings together multiple agencies Posted: 20 Jun 2016 03:30 PM PDT CENTREVILLE — "Practice. Practice.Practice." That was the mindset of the agencies gathered together, Saturday, June 11, to participate in an active assailant drill at the Liberty Building in downtown Centreville. The Centreville Police Department, Department of Emergency Services, Emergency Management, Fire and EMS Commission, Maryland State Police, Office of the Sheriff and Queen Anne's County SWAT team participated in conjunction with Public Works and other allied agencies to complete a drill simulating the response to a potentially dangerous scenario. Lead by the county's emergency management division, first responders completed a full-scale active assailant exercise that tested the response, coordination and plans of local law enforcement, fire and EMS agencies. The various agencies responded as a drill to the report of a possibly armed subject located inside the Liberty Building with multiple gunshot victims. Signs marking the entrances of the Liberty Building and on the streets adjacent signified to the public that a drill was in place. Notices were also posted online and on various county department websites so the public would be aware ahead of time that an exercise would be occurring on Saturday morning. Good Samaritan Helps Officers Rescue Crabber; Police Arrest Two for Impaired Boating Posted: 20 Jun 2016 02:30 PM PDT Maryland Natural Resources Police corral a runaway crab boat on the Wicomico as well as arrest two impaired boaters. A good Samaritan and four officers teamed up Wednesday morning to rescue a crabber who fell overboard and chase down and corral his runaway boat on the Wicomico River in St. Mary's County. Officers got the call at 9:25 a.m. from a witness who saw Todd Wesley Thompson, 51, of King George, Va., tumble into the river from his 22-foot C-Hawk. Making matters worse: As he slipped and went overboard while tending his trotline, Thompson struck the throttle, sending the boat into a high-speed circle. Thompson was trapped inside the circling boat and had to keep pushing himself away from it. Timing his approach, the good Samaritan swooped in and pulled the exhausted Thompson aboard as he was about to go under. Officers tracked his boat, traveling about 15 knots, and began trying to foul the propeller with life jackets and line. After countless attempts, they slowed the boat enough so that an officer could board and stop it. Thompson was checked by local medical personnel and released. Officers arrested two men last weekend in separate incidents and charged them with impaired boating. Timothy Shawn Whistead, 51, of Annapolis, was stopped by officers near Tolly Point at the mouth of the Severn River for operating his boat at night without proper navigational lights. Officers noticed a strong smell of alcohol and that Whistead was slurring his words and was, at times, incoherent. Aboard, they found open cans of beer and bottles of alcohol. Ashore, Whistead failed all field sobriety tests and was charged with negligent operation and four counts of impaired boating. He must appear in Anne Arundel District Court to answer the charges. His court date is Sept. 16. Donald Lee Hartley, 50, of Centreville, was stopped on the Patapsco River near Fort Smallwood Park for operating his boat at night without proper navigational lights. He acknowledged he had been drinking and officers saw an open liquor bottle and an open beer can next to the operating console. Taken to shore, Hartley failed field sobriety tests and was arrested. He was issued four citations for negligent boating and operating while impaired. Hartley must appear in Anne Arundel District Court to answer the charges. Parents who spent years in and out of courtrooms. That's the family that gave rise to mass-murderer Omar Mateen, who killed 49 people in the Pulse gay nightclub in Orlando last Sunday. As investigators continue to search for a motive in the largest mass-shooting in U.S. history, they are focused intensely on the three years prior to the attacks, including the period when Mateen, who worked as a private security guard, was on a terrorism watch list. But a portrait of the killer's upbringing also is beginning to emerge, through snapshots of a childhood marked by domestic strife, struggles in school, and outbursts of violence, which may yield some insights about why Mateen embarked on his murderous rampage. Mateen grew up in a house of four children, where he was the only boy. School records obtained by The Daily Beast show that the New York-born Mateen struggled in school and stayed in English for Speakers of Other Languages classes through middle school. As he grew older, the bad grades became supplemented with violent outbursts, including at least two instances in which Mateen hit another child. One teacher noted that Mateen "lacks remorse." Study: Migrants Hurt Long Term Economic Growth Posted: 20 Jun 2016 01:00 PM PDT A new study casts doubt on migrants propping up the economy, saying that they could heavily impact the economy in a negative manner. Enzo Weber from the Institute for Employment Research (IAB) in Nuremberg and his colleague Roland Weigand produced a new report on the long term economic effects of mass migration. According to the IAB report, without additional efforts from the German government and others in the European Union (EU) the long term impact of mass migration could be highly negative for the economies of Germany and Europe. They say that the real problem with migrants is a distinct lack of qualifications, or qualifications that don't meet European standards, and the huge language barrier between migrants from places like the Middle East and North Africa, reports Die Welt. According to the pair of researchers, not only will long-term unemployment rise and total tax revenues fall in the long term but the medium term economic forecast could be just as dire, if not more so. They say that the Gross Domestic Product (GDP), which measures the total wealth created generally per year in a country, could decline not only overall, but also per capita. 8 indicted in heroin, fentanyl distribution ring Posted: 20 Jun 2016 12:30 PM PDT FREDERICK, Md. – A grand jury indicted eight members of a criminal drug organization involved in the distribution of opiates today. The case was investigated by the High Intensity Drug Trafficking Area (HIDTA) Task Force, which comprises Homeland Security Investigations, Maryland State Police Maryland Major Traffickers Initiative, Frederick County Narcotics Unit and the Frederick Police Department. "Heroin and fentanyl are insidious substances that tear at the fabric of our communities and threaten public safety, " said Andre R. Watson, Special Agent in Charge for HSI Baltimore. "Today's events should clearly demonstrate the intensity and tenacity with which law enforcement attacks this issue and what successful interagency partnerships like this one can accomplish."The multijurisdictional investigation revealed a network of individuals selling and using large quantities of heroin and fentanyl and began in early 2016, following a spate of opiate overdoses in the area. "What we do know at this point is it appears this was a case of self-radicalization," Johnson said. "He does not appear to have been part of any group." A more accurate picture is that Mateen, an Afghan-American, was part of a disturbingly large Muslim family of sympathizers, supporters and even co-conspirators. For starters, his wife could face criminal charges in the attack on the gay Orlando nightclub, the deadliest act of terrorism in the US since 9/11. Noor Zahi Salman, who wed Mateen in 2011, reportedly told the FBI she knew about her husband's planned attack and even drove him to the site of the massacre as part of a scouting operation. VA Will No Longer Use Streamlined Process to Fire Employees Posted: 20 Jun 2016 10:00 AM PDT The Department of Veterans' Affairs will no longer use its fast-track authorities to expedite the dismissal of senior employees following a legal challenge to the process, Capitol Hill officials said Friday. The provision was part of the Veterans Choice Act passed in the wake of the 2014 VA wait time scandal and aimed to accelerate the appeals process for employees who had been fired to just three weeks. The process previously took multiple months. The Military Times reported that the VA's decision to stop using its streamlined disciplinary powers reverts the department's accountability rules to two years ago, prior to lawmakers approving reform. "Everyone knows VA isn't very good at disciplining employees, but this decision calls into question whether department leaders are even interested in doing so," Rep. Jeff Miller (R., Fla.), chairman of the House Committee on Veterans' Affairs, said in a statement. "After all, VA is a place where egregious employee behavior, such as armed robbery participation and wait-time manipulation, is routinely tolerated." Miller said the decision highlights the need for reforms across the federal government so that agency leaders can "swiftly and efficiently discipline those who can't or won't do their jobs–an ability that is presently almost nonexistent." Practice continued even after Clinton email revelations. Judicial Watch says it has obtained 693 pages of Department of Homeland Security records revealing that Secretary Jeh Johnson and 28 other agency officials used government computers to access personal web-based email accounts despite an agency-wide ban due to heightened security concerns. The documents also reveal that Homeland Security officials misled Rep. Scott Perry (R-PA) when Perry specifically asked whether personal accounts were being used for official government business. The records were obtained in response to a February 2016 court order by the U.S. District Court for the District of Columbia following a Judicial Watch Freedom of Information Act (FOIA) lawsuit (Judicial Watch v. Department of Homeland Security (No. 1:15-cv-01772)). The Judicial Watch lawsuit was filed in October 2015 after the Department of Homeland Security failed to comply with a July 2015 FOIA request seeking the following: All requests (in any form) submitted by senior DHS officials for waivers to use personal Web-based email accounts on government-owned computers. Judicial Watch sought the documents following a Bloomberg News report revealing that 29 high-level Homeland Security officials, including Johnson, obtained exemptions from a February 2014 agency-wide ban on the use of web-based email systems due to increased security concerns. The waivers were granted despite security officials' warning of the risks of malicious attacks and data exfiltration from webmail use. Included among the records is a February 19, 2014 memorandum from security officials at the Department of Homeland Security strongly warning: "According to the Office of the Chief Information Officer, access to webmail using DHS networks is responsible for almost half of all attempts to compromise DHS network security." In a news cast Thursday evening on WBOC TV, (the group that is planning to open the cannabis, (pot) growing operation on the west side of Wicomico County) announced that they were working closely with Wor Wic Community College. There should be a lot of questions asked about this project. Will Wor Wic be starting a course to teach students on how to cultivate the mighty weed? Will there be a course offered on the financial aspects of how to get around the federal banking laws? After all it is still against federal law for banks to do business with cannabis growers forcing the growers to deal with mostly cash. Although the Feds do not actively go after banks that do, many banks are reluctant participate for more reasons than one. Banks are not just worried about prosecution but also reputation, risk and increased regulatory scrutiny. If the cannabis growers want to help fund this project, will they show up with a bag of cash? This should raise a lot of concern for the Wicomico County Council. Wicomico County already funds WOR WIC almost $4.5 million dollars a year. The new tuition plan will drive up full time enrollment which will in turn drive up the counties contribution responsibilities. "Anyone who requires a 10-by-10 space, that drawing is first," City Clerk Diana Chavis said over the noise. Entertainers surged to the front of the room to toss their Boardwalk space lottery form into a large canvas tote basket sitting on a table. Since the Boardwalk performer lottery system went into effect late April, this is how a typical Monday starts in City Hall. Around 9 p.m., performers filter in the room and fill out the simple form with their names and their artistic activity. At 9:30 sharp, the lottery begins for the 33 spaces, starting with 10-foot by 10-foot blocks. When a name is called, a performer steps forward and looks at two maps: one for the weekdays spots and one for weekends. Ocean City considers transit enforcement Posted: 20 Jun 2016 07:30 AM PDT Weeks after a man died from injuries sustained in a fight that allegedly began on a bus, Ocean City Mayor Rick Meehan on Wednesday suggested designating a police officer to ride the resort's public transportation system. "What I was thinking that about is our buses — we are taking men off patrol and put them on the buses," he said during this week's Police Commission meeting. "In some areas, they have transit police. Is there a transit officer we could initiate as a seasonal officer that might not require the degree of training?" Interesting Bit of Legislative History - MacCarran Walter Act of 1952 Trump was recently severely criticized for suggesting that the U.S. should limit or temporarily suspend the immigration of certain ethnic groups, nationalities, and even people of certain religions (Muslims). The criticisms condemned such a suggestion as, among other things, being "Un-American," dumb, stupid, reckless, dangerous and racist. Congressmen and Senators swore that they would never allow such legislation, and the president called such a prohibition on immigration unconstitutional. As Gomer Pyle would say, "Surprise, Surprise!" It seems that the selective immigration ban is already law and has been applied on several occasions. Known as the McCarran-Walter Act, the Immigration and Nationality Act of 1952 allows for the "Suspension of entry or imposition of restrictions by president. Whenever the president finds that the entry of aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, the president may, by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or non-immigrants or impose on the entry of aliens any restrictions he may deem to be appropriate. The act was utilized by Jimmy Carter, no less, in 1979 to keep Iranians out of the United States, but he actually did more. He made all Iranian students already here check in, and then he deported a bunch. Seven thousand were found in violation of their visas, 15,000 Iranians were forced to leave the United States in 1979. It is of note that the act requires that an applicant for immigration must be of good moral character and "attached to the principles of the Constitution." Overdose deaths outnumber fatal auto crashes in county Posted: 20 Jun 2016 06:30 AM PDT According to reports provided by the Worcester County Health Department and the Maryland Motor Vehicle Administration, opioid-related deaths are now more common in Worcester than fatal car crashes on U.S. and state highways within the county. While the data points don't exactly match — the most recent information available from the MVA is from 2013 with newer numbers expected later this year — the numbers show clear trends. The Department of Health and Mental Hygiene released a report of drug and alcohol related deaths within the state last week. In Worcester, 16 people died in 2015 from drug- and alcohol-related causes. Statewide, 1,259 people died from drug and alcohol intoxication in 2015, according to the report. Disney finally putting up fence around gator-infested lagoon Posted: 20 Jun 2016 06:15 AM PDT Disney World officials on Friday finally put up a fence along a lagoon they have long known was infested with alligators, but only after one of the beasts killed a 2-year-old boy as he played in the water. A temporary barrier of wooden posts connected by heavy rope was installed along the Seven Seas Lagoon shoreline where a gator snatched away little Lane Graves on Tuesday evening. Closing Arguments Expected Today In Goodson Trial Posted: 20 Jun 2016 05:30 AM PDT Closing arguments are expected this morning at the second degree murder trial of Baltimore City Police van driver Officer Caesar Goodson. Goodson is charged with the death in April of last year for Freddie Gray. Judge Barry Williams hasn't given lawyers any time limits for their closing arguments, but since this is a bench trial, like Officer Edward Nero's trial last month, expect Judge Williams to interrupt lawyers with questions on their arguments. The questions might offer a clue as to how the judge might rule on this case. In the Nero trial, Williams spent more time questioning prosecutors and later found Nero not guilty on all for charges.
