| Hogan Administration Announces Second Consecutive Decrease in Health Insurance Premiums Posted: 19 Sep 2019 08:30 PM PDT  Maryland Insurance Administration Announces 10.3% Average Decrease for Individual Market in 2020; Consumers Benefit from Year Two of State Reinsurance Program ANNAPOLIS, MD–Governor Larry Hogan today announced that the Maryland Insurance Administration (MIA) has approved an average 10.3% premium rate decrease for individual health insurance plans with an effective date of January 1, 2020. This means that, for the second consecutive year, all individual insurance rates in Maryland will see important decreases. The new rates reflect the impact of the State Reinsurance Program, which has helped to lower rates and stabilize the individual health insurance market after years of major premium increases. Coupled with last year's decrease of 13.2%, the two-year cumulative impact is a rate decrease of more than 22% versus 2018 premiums. "By addressing this crisis head-on, we have gone from an individual market on the brink of collapse to two straight years of lower premiums for Marylanders," said Governor Hogan. "Last year, after we refused to accept Washington's failure to act, we came together to deliver lower rates for the first time in more than a decade. Our innovative program to make healthcare more affordable for Marylanders serves as a model for the rest of the nation." In 2018, facing predicted health insurance rate increases of up to 50%, the Hogan administration worked in bipartisan fashion with legislative leaders to develop landmark legislation establishing a state reinsurance program. The legislation directed the Maryland Health Benefit Exchange to submit a State Innovation Waiver under Section 1332 of the Affordable Care Act (ACA) to the U.S. Secretaries of Health, Human Services, and Treasury to establish the program. The legislation combined with this waiver set up a reinsurance pool to provide funding for catastrophic claims for policyholders in the individual market. "After years of devastating rate increases, it is certainly gratifying to see our individual market begin to stabilize," said Maryland Insurance Commissioner Al Redmer, Jr. "The approved rates have improved over what was originally proposed, due to the hard work of our Chief Actuary and his team, as well as the collaborative work of the insurer's actuarial teams. We are hopeful that those Marylanders that continue to go uninsured will investigate the benefits and federal subsidies that may be available to them." To assist the administration in making its rate decision, MIA actuaries reviewed the data, methodologies, and assumptions companies used to develop their proposed premium rates. The MIA also considered public comments, along with other relevant factors, in determining whether to approve, modify or deny requested rates. Khaseen Morris, 16, suffered fatal wounds after being charged at by multiple males as he walked home with his friends on Monday, in Oceanside, New York. Nassau County Police were called to the scene outside Mario's Pizzeria and Restaurant at 3.45pm after the large fight between 10 males broke out. Footage of the shocking scenes show Morris being thrown to the ground and later it appears he is bleeding, later determined to be from a knife-wound to the chest. The Special Event Zone reduces established speed limits in the zone and increases fines for violations. Along with reduced speed limits, citizens should expect to see a large police presence as officers from multiple allied agencies will be assisting the Ocean City Police Department (OCPD). | Posted: 19 Sep 2019 04:30 PM PDT  EL PASO, Texas – Reduced border crossing numbers aided by efforts of the Mexican government have allowed U.S. Border Patrol Agents from El Paso Sector to reemphasize traditional activities, resulting in drug seizures and criminal apprehensions along the West Texas and New Mexico borders. On September 12, during routine activities, Border Patrol Agents assigned to the Alamogordo Station Highway 54 Checkpoint discovered three bundles of heroin with an approximate weight of 9 lbs. Both driver and passenger were taken into custody and turned over to the Drug Enforcement Administration along with the heroin. During a separate incident near Ft. Hancock Station, Border Patrols Agents received a citizen report of possible illegal alien activity. Responding Agents encountered a U.S. Citizen who was wanted for Failure to Register as a Sex Offender in Austin. Further records checks revealed an extensive criminal history, including a conviction for Sexual Assault. The subject was turned over to Hudspeth County Sheriff's Office for extradition. Aerial surveillance assets conducting international boundary air operations on September 13 notified agents at Clint Border Patrol Station that two subjects were illegally entering the United States east of the Tornillo Port of Entry. Clint Station Border Patrol Agents responded and arrested two subjects carrying bundles of marijuana weighing approximately 93 pounds. The marijuana and the two subjects were turned over to the Drug Enforcement Administration. In the early hours of September 16th, a Border Patrol canine at Alamogordo Station Highway 54 Checkpoint led agents to 44 bundles of marijuana weighing 54 pounds with an approximate street value of $43,296.00. The United States Citizen Driver was taken into custody and turned over to the Otero County Narcotics Enforcement Unit along with the marijuana. In a second incident on September 16, Santa Teresa Border Patrol Station agents identified a convicted sex offender in their custody. The 57-year-old Mexican National had served four years for Aggravated Sexual Assault in September 1983 and was again charged with Sexual Assault with a Child in 2002. The second conviction led to his removal from the United States in 2015. He is being held in custody pending criminal prosecution. "These incidents demonstrate how effective our skilled U.S. Border Patrol agents are when focused on the mission of National Security, said Gloria Chavez, Interim Chief for the Border Patrol's El Paso Sector. "With this temporary reduction of migration flow at the border, our Agents are adding consequences to those involved in criminal activity, resulting in increased interdictions of people being smuggled, detention of criminals, and seizure of narcotics." On September 17, El Paso Border Patrol Station agents observed a group attempting to illegally enter the United States east of the Bridge of the Americas Port of Entry. Responding agents were informed by fleeing subjects south of the international boundary that one subject had fallen into the American Canal. The agents and Border Patrol's Search, Trauma, and Rescue team (BORSTAR) located a body entangled in rope and submerged in the canal. The coroner arrived, pronounced the subject dead at 6:30 a.m. local time, and removed the body. Meanwhile, agents apprehended two subjects who were accompanying the deceased. It is important to note that an arrest should not be considered evidence of guilt, and subjects are presumed innocent until proven guilty in a court of law. | New Post-Labor Day School Start Study Shows Significant Economic Impact Posted: 19 Sep 2019 03:00 PM PDT  $115 million impact mirrors Maryland Bureau of Revenue Estimates forecast in 2013 report The report, entitled "The Economic, Employment and Fiscal Impacts Of Added Summer Vacation Days Attributable To Post-Labor Day Opening of Maryland's Public K-12 Schools," echoes an economic impact study conducted by the Maryland Bureau of Revenue Estimates in 2013, which forecast a significant increase in state and local tax revenues and wages resulting from a Post-Labor Day school start date. "This independent analysis validates what we already know: starting school after Labor Day is good for Maryland families, good for our local businesses and good for the Maryland economy," said Comptroller Peter Franchot. "At a time when the state is considering new sources of revenue for our public schools, this adds millions of dollars to our state's coffers, all while supporting great family-owned, small businesses and sustaining summer employment." BEACON's analysis found a total net economic impact -- incorporating direct, indirect and induced benefits -- of close to $58 million for six additional days of summer vacation and nearly $115 million for 12 extra days, depending upon when Labor Day falls on the calendar each year. Additionally, the report estimates additional wages earned by workers to be between $2.875 million and $5.75 million during the final days of summer with local and state government revenues increasing between $8 million and $16 million, also depending upon the timing of Labor Day. "Tourism is one of our state's most important economic engines and is especially critical to areas like my hometown of Baltimore City, where the tourism industry is an even more significant employer and source of local revenue," said Michael Haynie, a hotel management consultant, former chairman of the Maryland Tourism Coalition and a member of the Governor's Task Force to Study a Post-Labor Day Start Date for Maryland Public Schools. "The extended summer also means more employment opportunities for our city's youth before heading back to the classroom, providing much-needed family income and experience in a major job sector." The study's findings are based on estimates that approximately 70 percent of all tourism-related expenditures statewide can be attributed to Maryland residents and data from tourism offices that show the majority of end-of-summer travel by Marylanders occurs within the state. "I am thrilled to see the positive results and increased economic impact caused by a post-Labor Day school start in Maryland; however, I am not surprised," said Ocean City Mayor Rick Meehan. "Worcester County has accomplished a successful post-Labor Day start date for years and students in our schools have continued to thrive. In fact, our very own Ocean City Elementary School was named a Blue Ribbon School for a second time in 2018." "A post-Labor Day school start benefits all Marylanders. The hard work and dedication to this initiative displayed by Governor Hogan and Comptroller Franchot have not only allowed Maryland families to enjoy more summer vacation together, but has also increased our room tax revenue and allowed seasonal employees to work longer. It's incredible to see how common sense and thoughtful planning can create such a positive change for us all," added Meehan. Tourism is the state's 10th largest employment industry, supporting more than 200,000 jobs and producing over $15 billion, which represents four percent of the state's total economy. The nonpartisan task force, created by the Maryland General Assembly and appointed by then-Governor Martin O'Malley, recommended a post-Labor Day start by a vote of 12 to 3 in May 2014 after meeting for nearly a year to consider all aspects of the issue. Public support for starting school after Labor Day has been strong and consistent throughout Maryland among teachers, parents and the business and agricultural community. More than 24,000 Marylanders signed the "Let Summer Be Summer" petition in 2016 -- endorsing the initiative that has given families more time together, provided teachers and students with a longer break to recharge without impacting summer learning loss, and afforded rural Marylanders the opportunity to participate in the Maryland State Fair, which runs the 10 days prior to Labor Day each year. "As a teacher, I know starting school after Labor Day not only is economically beneficial to our communities, it is crucial to the professional development and well-being of teachers and administrators," said Baltimore County public school teacher Jeffrey Freedman. "Many teachers take coursework during the summer and need that time to complete that work while others value the time to unwind with their families and recharge. A post-Labor Day start helps us be the most successful, effective teachers we can be." An economic impact study conducted by the Bureau of Revenue Estimates in August 2013 projected a post-Labor Day school start would generate an additional $74.2 million in economic activity, including $3.7 million in new wages and a separate $7.7 million in state and local revenue. These findings mirror the study just concluded by BEACON, which will release its full analysis in October. "This study confirms what teachers and parents have been saying for years: starting school after Labor Day is good for parents, students and Maryland's economy," said Denise Avara, a longtime public school mom and PTA leader. Horowitz appeared in front of the Democrat-led House Oversight Committee on Wednesday along with a couple other inspectors general and laid out details about the next steps for his report on alleged FISA abuse by the DOJ and the FBI, telling the congressmen that he'd handed over a draft of his factual findings to Attorney General William Barr last week and that the process of review and classification was now just beginning, and could take a while. Spartan, a national sports event company based in Boston, produces high-intensity obstacle course runs all over the country. For the first time ever, Spartan is bringing it obstacle course run to Ocean City on Saturday, Oct. 5, after the council on Monday approved an MOU outlining each party's responsibilities for the event. The Spartan event will include a festival village at the Inlet parking lot featuring tents with food, music and vendors. The obstacle course itself will take place largely on the Boardwalk in the downtown area including some obstacles at street ends. Thousands of competitors are expected to compete in the race, which includes obstacles such as cargo nets, walls to traverse, rope climbs, monkey bars, water hazards, atlas carries, box jumps, spear throws, sandbag carries and others. Equally on point was this similar observation by my fellow Reagan administration Patriot, Bill Bennett: "We all have a right to our opinion, but that doesn't make all opinions right." Their observations bring me to a recent newspaper op-ed in which a local columnist exercised her right to publish an above-the-fold opinion arguing that "assault weapons"1 should only be authorized for military use. (She also objected to handguns2 for self-defense.) Predictably, her column was published in the wake of the attacks in El Paso, Texas, and Dayton, Ohio. Like all of us, she was horrified by these high-profile mass murders committed by sociopathic assailants using what she called "military style" rifles. But our emotional response should be tempered and informed by the facts, chief among those being that such attacks are extremely rare in a country of 330 million people, representing only a fraction of 1% of our nation's homicides. Put another way, a homicide victim is far more likely to be murdered by an assailant using a knife, blunt object, or fists than by a rifle of any type. Like me, I'm sure that this columnist considers ALL violence against innocents abhorrent, regardless of what weapon is used, particularly the epidemic of murders occurring in the urban poverty centers institutionalized by failed social policies of her Democrat Party. But like most of her demographic, she is predisposed to think violence is a "gun problem" rather than a complex cultural problem. Just take the guns away — problem solved! The Navy says the videos, taken by Navy pilots, show "unexplained aerial phenomena" but also states that the clips should have never been released to the public in the first place. The three videos in question are titled "FLIR1," "Gimbal" and "GoFast." They show two separate encounters between Navy aircraft and UFOs. Larry Hogan announced that he is directing Attorney General Brian Frosh to prosecute more violent crime cases in Baltimore City and asking Maryland State Police to execute more high-priority warrants for violent offenders.
