China Installs Weapons Systems on Artificial Islands Posted: 15 Dec 2016 09:00 PM PST WASHINGTON (Reuters) – China appears to have installed weapons, including anti-aircraft and anti-missile systems, on all seven of the artificial islands it has built in the South China Sea, a U.S. think tank reported on Wednesday, citing new satellite imagery. The Asia Maritime Transparency Initiative (AMTI) said its findings come despite statements by the Chinese leadership that Beijing has no intention to militarize the islands in the strategic trade route, where territory is claimed by several countries. AMTI said it had been tracking construction of hexagonal structures on Fiery Cross, Mischief, and Subi reefs in the Spratly Islands since June and July. China has already built military length airstrips on these islands. "It now seems that these structures are an evolution of point-defense fortifications already constructed at China's smaller facilities on Gaven, Hughes, Johnson, and Cuarteron reefs," it said citing images taken in November and made available to Reuters. Marilyn Mosby to businesses: Help improve public safety by opening your wallets Posted: 15 Dec 2016 08:30 PM PST Baltimore just surpassed the 300 murder mark and the best way businesses can help, Baltimore City State's Attorney Marilyn Mosby says, is by donating money. Speaking to members of Baltimore's business community at a breakfast hosted by the Greater Baltimore Committee Wednesday, Mosby said she finds the number of murders "very disturbing", especially because much of the crime in Baltimore is retaliatory. Mosby appeared alongside Baltimore Police Commissioner Kevin Davis to answer questions about the efforts being taken to improve public safety in Baltimore. Mosby, who took office in 2015, said she has prioritized improving services for victims and witnesses as a way to improve public safety. She highlighted a recent $2.4 million federal grant that will be used to hire staff members who will guide victims through the criminal justice process. The city needs more money besides grants to incentivize victims and witnesses to come forward, Mosby said. Poll: Crime Victims More Likely to Arm Themselves Posted: 15 Dec 2016 08:00 PM PST Americans who have been the victims of crime are more likely to own a gun than those who have not been victims, a Galluppoll released Monday shows. The polling company found that 33 percent of respondents who had been victims of crime over the past year owned a gun, while 28 percent of those who had not been victimized owned one. The findings represent a statistically significant difference, Gallup said. The survey asked 11,165 adults about gun ownership and crime. It is part of the annual Gallup Poll Social Series. Gallup said it could not definitively explain why crime victims are more likely to be armed with the data it collected, even if the answer seems apparent. SU Police Earns Governor's Crime Prevention Award Posted: 15 Dec 2016 07:30 PM PST SALISBURY, MD---The Maryland Department of Public Safety and Correctional Services recently honored the Salisbury University Police Department during the 37th annual Governor's Crime Prevention Awards ceremony in Glen Burnie, MD. SU Police received the department's Category A Crime Prevention Award, recognizing its overall outstanding crime prevention program. "Salisbury University Police believe that knowledge is power when it comes to campus and community safety," said SU Police Chief Edwin Lashley. "We place a premium on educational programming for our students to help avoid unsafe situations or to be prepared if they occur. I am grateful for the work of all our officers in these areas. The recognition that safety is a top University priority and the support that has followed from the administration provides a solid foundation for our work." Agencies selected for the award must participate in programs recommended by the Maryland Community Crime Prevention Institute. They include personal and commercial security; training, media and public relations activities, an officer and citizen recognition program relating to crime prevention; and support of the "McGruff the Crime Dog" national crime prevention campaign. During fiscal 2016, SU Police made 25 personal protection presentations to approximately 1,300 members of the campus community. They addressed issues relating to University Police services and personal safety, alcohol and drug abuse, acquaintance rape, identity theft and emergency response. Specific classes were offered in Self-Defense Awareness and Familiarization (SAFE) and Rape Aggression Defense (RAD) not only to students, but to members of the surrounding community, including the elderly. In addition, SU Police conducted orientations at youth camps on campus, instructing attendees on the difference between drugs and candy, despite similar appearances. University Police also facilitated drug abuse prevention presentations for some 1,200 students, participated in community town halls, conducted security surveys, upgraded SU's video surveillance system and continued the campus Crime Watch program. The department performed outreach to members of the campus and greater communities in person and with digital communications and signage, maintained relationships with other area law enforcement agencies, recognized its Officer and Employee of the Year, and distributed McGruff the Crime Dog coloring books to children attending admissions open houses. Although the White House had said that Obama was expected to sign the 10-year-renewal, the midnight deadline came and went Thursday with no approval from the president. White House press secretary Josh Earnest said Obama had decided to let it become law without his signature. Stein Spent Nearly $1 Million of Recount Funds on Consultants, Staff, Admin Expenses Posted: 15 Dec 2016 04:00 PM PST Recounts stalled in Pa., Mich.; Trump Gained 131 Net Votes in Wisconsin Green Party nominee Jill Stein spent nearly $1 million of the funds she raised for recount efforts in three battleground states on consultants, staff, and administrative costs. Stein, who pushed for recounts in Wisconsin, Pennsylvania, and Michigan, raised $7.3 million for the efforts and said that "every dollar" went towards costs associated with the recount efforts. The group, which claimed costs associated with the recounts hit $7.4 million, upped their fundraising goal four times since first calling for recounts. According to a breakdown of expenses contained on the fund's website, Stein paid nearly $1 million on consultants and staff. The staff payroll tallied $212,500 while consultants pocketed $364,000. Administrative expenses, such as travel costs, ran $353,618. In all, $930,118 was used to pay consultants, staff, and administrative costs. White House Taskforce Highlights Baltimore Progress, Makes Recommendations Posted: 15 Dec 2016 03:30 PM PST After 18 months, a White House taskforce convened to tackle social and economic issues in Baltimore has identified priorities for federal assistance and plans for long-term prosperity in Baltimore. "The Taskforce recommends that moving forward Federal agencies working in Baltimore sustain their existing investments, maintain interagency coordination, continue to be proactive, work to understand Baltimore's vision and priorities, and continue to pilot programs in the City," reads the executive summary of the report published Wednesday. Democrats Not Excited About Party’s Future Posted: 15 Dec 2016 02:00 PM PST Democrats are not excited about the outlook of their party after a stunning defeat in November, according to a new poll. A mere 13 percent of Democrats and Democratic-leaning voters are excited about their party's future, versus 35 percent of Republicans and Republican-leaning voters who feel the same, according to a HuffPost/YouGov survey released Sunday. While roughly half of Democrats said they feel satisfied about their party's prospects moving forward, a quarter are dissatisfied, while another 13 percent are upset. Meanwhile, Republicans are far more optimistic. Nearly three-quarters of GOP voters said they are satisfied, while 16 percent are dissatisfied and 6 percent are upset. The responses from Democratic voters have significantly shifted since August when polls showed Democrat Hillary Clinton with a clear lead over Republican opponent Donald Trump. Worcester County Sheriff’s Office Press Releases Posted: 15 Dec 2016 11:00 AM PST On 12/12/2016 at approximately 0018 hours, Worcester County Sheriff's Office Deputies responded to Cropper Court, Pocomoke City, Maryland in reference to a suspicious vehicle complaint. Deputies were advised of a vehicle parked in the rear of a, un occupied residence. Upon arrival, Deputies located a black Pontiac sedan parked in the back yard. Moments later, a male departed the residence who was identified as Larry Randolph Marshall Jr. 27, of Snow Hill, Md. Mr. Marshall was removing property from the residence when Deputy's made contact with him. Further inspection of the residence revealed the rear door was forced open as the glass window and locking mechanisms were damaged. Based on the Deputy's investigation, Marshall was ultimately arrested and charged with Burglary-Third Degree, Theft- 100 to 1,000, and MDOP-less than 1,000. Marshall was later held on a $15,000 bond at the Worcester County Detention Center. On December 5, 2016 at approximately 0706 hours, Worcester County Sheriff's Office Deputies responded to the B & B Apartments on Keyser Point Rd in West Ocean City, for a trespassing complaint. Allegedly a suspect had been banging on the doors and windows of one of the apartments, after being trespassed from the property the previous evening. Upon arrival the Deputies observed the suspect, later identified as Kevin Paul Joy, 59, of West Ocean City, standing on the porch area in front of the door of one of the apartments. Through investigation it was determined that Mr. Joy did not reside at any apartment on the property, and had been issued a trespass warning by the Worcester County Sheriff's Office Deputies the previous evening. At approximately 0721 hours Mr. Joy was placed under arrest for trespassing. Mr. Joy was taken before the Worcester County District Court Commissioner, where he was released on his own recognizance, and is awaiting trial. The Worcester County Bureau of Investigation has been investigating a series of thefts from vehicles in the West Ocean City, Ocean City, Ocean Pines, Glen Riddle, and the Berlin Walmart area. With the assistance of Ocean City Police, Ocean Pines Police, Worcester County Sheriff's Office and Maryland State Police, a search warrant was completed on Tuesday evening on a suspect's residence in West Ocean City. The Worcester County Bureau of Investigation had located several dozen ladies purses and wallets that were taken from unlocked vehicles. The wallets and purses had no identification in them. The Worcester County Bureau of Investigations is asking for the public's help. It is believed that over 200 vehicles were broken into by suspects. Even though over two decades have elapsed since the collapse of the Somali government, we are taking in refugees from this extremely dangerous country at the fastest pace ever. As of December 13, we've admitted a total of 21,854 total refugees for FY 2017, according to the State Department's refugee database. That is a pace we have not seen since the fall of the Soviet Union. More disturbingly, we've admitted 2,836 refugees from Syria and 3,014 from Somalia, almost all of them Muslim. Once again, Minnesota (364) and Ohio (334) are being saddled with more refugees from Somalia despite the terror recruiting problems in Minneapolis and Columbus. SU Foundation to Purchase 8.5 Acres on Route 13 Posted: 15 Dec 2016 04:30 AM PST SALISBURY, MD---The Salisbury University Foundation's Board of Directors recently approved the purchase of some 8.5 acres of land south of main campus on Route 13. The properties include the Court Plaza Shopping Center, home to several businesses; the former Temple Hill Motel, which is currently boarded up and closed; and 307 Kay Avenue, a commercial office building also in use. The purchase price is $6 million. This will bolster the campus footprint to its largest size to date — over 200 acres. According to SU Foundation officials, Court Plaza will remain in operation. All existing leases will be honored and other businesses will be encouraged to locate there. Leases in the Kay Avenue property also will continue. The Temple Hill buildings will be demolished. No decision on future SU use of the properties has been made. Under the legislatively mandated scoring system, 66 out of 73 transportation projects are fully canceled, including pivotal projects such as: Anne Arundel County: Widening of the Severn River Bridge, Upgrade of MD 3 from US 50 to MD 32, Traffic flow improvements to MD 175 from MD 295 to MD 170, Expanding capacity on MD 198 from MD 295 to MD 32, Widening of MD 295 from MD 100 to I-195 and Hanover Road interchange Baltimore County: I-795 interchange at Dolfield Boulevard, Widening of I-695 from I-83 to I-95, Widening of I-695 from I-95 to MD 122, Widening of MD 140 northbound from Painters Mill Road to Garrison View Road, Study to replace I-70/I-695 Triple Bridges Frederick County: Capacity improvements on MD 180 & MD 351, Improvements to US 15 between I-70 and MD 26, Widening of MD 85 from English Muffin Way to Grove Road, Widening of MD 85 from Crestwood to Spectrum Drive, Widening of I-70 to six lanes between Mount Phillip Road and I-270 Howard County: Improvements to US 1 from the Prince George's County line to the Baltimore County line, Widening of MD 32 from Linden Church Road to I-70, Capacity improvements on MD 32 from MD 26 to I-70, Congestion relief on I-70 from MD 32 to US 29, Widening of US 29 from the Middle Patuxent River to Seneca Drive Montgomery County: Watkins Mill Road interchange on I-270, Safety, capacity, and operations improvements to MD 28/MD 198 between MD 97 and I-95, Capacity improvements to I-495 at the I-270 Spur and Virginia line, US 29 interchange at Musgrove Road and Fairland Road, MD 97 interchange at MD 28 Prince George's County: Upgrades to US 301 through Waldorf, including improvements at MD 5 and at MD 228/MD 5BU, Upgrades to MD 3 from US 50 to MD 32, Capacity improvements to US 50 from the D.C. line to MD 704, Upgrading MD 5 to a multi-lane freeway from US 301 at T.B. to north of I-95/I-495, Capacity improvements on MD 201/US 1 from Capital Beltway to north of Murikirk Road, Improvements to MD 210 intersections from I-95/I-495 to MD 228, Widening of US 301 from north of Mount Oak Road to US 50, Upgrading MD 4 to multi-lane freeway from MD 223 to I-95/I-495 Earlier this year, at a November 18 legislative hearing, Maryland Department of Transportation Secretary Pete Rahn outlined the law's severe and fatal flaws and strongly advocated the need for full and total repeal. Under questioning by legislators, the secretary repeatedly stated that there is no possible method by which the department could create regulations implementing the law that would not result in the vast majority of these priority of projects being cancelled. "The one-size-fits-all ranking system mandated by this law is wrong for Maryland drivers, wrong for employers relying on needed improvements to local roads and bridges, wrong for tourists and visitors traveling to our state, and wrong for Maryland taxpayers who expect their dollars to be spent in an fair and equitable manner on projects that will improve their daily lives," said Secretary Rahn. "This administration is committed to funding top priority projects in all regions of the state, and the only way that can happen is if this deeply misguided law is repealed." |
